One author, who has analysed the persecution of the German minority in Vojvodina by the communist-led Yugoslav authorities, concludes that it constituted ‘ethnic cleansing’ but not ‘genocide’ (JanjetovićCitation2005, pp. 231–38). Conversely, the case for a Yugoslav ‘genocide’ of the Italian minority in Croatia and Slovenia has been made by Petacco (Citation2005).

Serbia's position of first-among-equals in the Yugoslav Federation was symbolically indicated by the first Titoist Yugoslav constitution, whose second clause listed the members of the federation neither alphabetically nor by size, but apparently on the basis of a hierarchy which placed Serbia first, Croatia second, Slovenia third, Bosnia & Hercegovina fourth, Macedonia fifth and Montenegro sixth.
