Protected and Controlled. Islam and ‘Desecularisation from Above’ in Russia

Pages 182-202 | Published online: 02 Feb 2016

Abstract

This essay examines two recent Russian public debates related to Islam: the building of new mosques in Moscow and the terrorist action against Charlie Hebdo. It is argued that these cases exemplify two contradictory attitudes towards Islamic religiosity: a strong protection of ‘traditional religions’, but also tightening control and the wish to keep non-Orthodox religiosity outside the public space. The opposition to new mosques reveals an attitude towards Islam as something alien, but the protection of religious sensitivities, including Islamic ones, finds much support. These two examples reflect the simultaneous projects of the desecularisation and secularisation of Russian society.

5 Umma is the community of Muslims. It may be used to refer to a local community, for example, the people who go to the same mosque, or in the sense of the whole community of Muslims in the world.

8 The Orenburg verdict attests to the accusations that such bans are often made according to political motives to suppress religious groups or individuals. The list of literature which was banned in the Lenin District Court corresponded to a collection of books confiscated from a local Muslim, Asylzhan Kel’mukhambetov, who was arrested for belonging to a banned organisation of the followers of Said Nursi. On the alleged ‘followers of Said Nursi’, see Ponomarev (Citation2012). In my interviews I heard a similar claim, according to which local officials occasionally orchestrate such court cases and ban literature found in the possession of people they wish to convict of a crime (interviews with a Muslim activist, St Petersburg, 9 May 2014, and an Imam, St Petersburg, 27 October 2014).

9 Interestingly, several Orthodox leaders defended the rights of the Muslims on this issue. ‘“Ne mozhet byt!” RPTs Vyskazala svoe slovo v zashchitu khidzhaba’, Golos Islama, 2 February 2015, available at: http://golosislama.ru/news.php?id=26066, accessed 3 March 2015.

16 In 2012, the law changed in this respect. Now the building of such public constructions as mosques must be approved by the local governance (munitsipal sobranie), which previously provided only an advisory decision.

17 Previously, the mosque at the Iranian embassy in Moscow announced adhan aloud, but this practice was stopped after complaints by the surrounding residents. Occasionally, the argument seemed to be based on deliberate ‘ignorance’. For example, one representative of the Russian Orthodox Church insinuated that the noise problem caused by new mosques would be the same as in Jerusalem, where all people are woken up at 6am by the voice of the adhan (Lupal Citation2010).
