ABSTRACT
There have been numerous previous attempts to develop indicator systems of sustainability in tourism destinations, but fewer in terms of territorial governance. The present article addresses the design of a System of Territorial Governance Indicators for Tourist Destinations. The proposed system is based around the roles of the public administration, tourism businesses and the local community. It enables the incorporation of the territorial governance perspective into sustainability and gauges destinations’ evolution over time, whilst also allowing any planning and management problems that require improvements to be easily detected. The paper presents a case study: Conil de la Frontera (Andalusian Atlantic seaboard, Spain). Forty-three indicators are used in a multicriteria decision analysis support method (scoring) with the five sub-system Analytical Hierarchy Process: quality of participatory process; effective policy tools and planning controls; trust in local government; tourism business sector; and growth management and urbanism. Applying this Indicator System can lead to better territorial governance and successful sustainability of destinations.

A. Fernández-Tabales
Dr Alfonso Fernández-Tabales is a senior lecturer at the Department of Physical Geography and Regional Geographical Analysis at the University of Seville. He has oriented his professional and academic career towards the relationships between tourism activity and development processes on the regional and local scales, with special attention paid to problems linked to the growth of urbanisation and land occupancy in tourist areas. He has been the director of the Department of Physical Geography and Regional Geographical Analysis from May 2008 to the present day, and the director of the “Territorial and Tourism Studies” Research Group from January 2009 to the present day.
C. Foronda-Robles
Dr Concepción Foronda-Robles is a senior lecturer at the Department of Human Geography at the University of Seville. Her scientific record focuses on rural development and territory, the planning and sustainable management of tourism destinations and the building of social capital in local development processes. She has been an ongoing member of R&D research projects since 2003. She has experience in the management of national R&D projects. She is currently involved in the “Tourist destinations as intelligent territories” project.
L. Galindo-Pérez-de-Azpillaga
Dr Luis Galindo-Pérez-de-Azpillaga is an associate professor at the Department of Human Geography at the University of Seville. He has an extensive relationship with territorial development strategies and has been involved in several contracts and research projects linked to the subject. He is also a member of the Territorial and Tourism Research Group. He also has wide experience in the application of new technological tools to territory based on geographical information systems.
A. García-López
Dr Ana García-López has been a lecturer at the Department of Human Geography at the University of Seville since 2000. Throughout this time, she has worked at the Faculty of Tourism and Finance, where she carries out her teaching and research duties both at the Bachelor's degree level in Tourism and the Official Masters Degree in Administration and Management of Tourism Businesses on the Tourism Planning and Management itinerary. She is a member of the “Territorial and Tourism Studies” research group.
