Urban energy efficiency evaluation system design in China

Abstract

There exist some problems in energy saving target responsibility, such as low fairness and efficiency, unreasonable goal setting, high execution cost and other issues. Urban energy efficiency evaluation should adapt forms of persuasion disclosure as well as appropriate incentive .This paper puts forward the urban classification and benchmark system of energy efficiency ,the central government plan to classify the cities and use the benchmark to evaluate the level of energy efficiency ,directly determine the urban energy saving target, city government do statistics on the energy consumption data, make report of energy efficiency, learn the management experiences and promote the energy-saving technology, thus all the assessment results will be open to public.
