Investigating the Critical Success Factors for Implementing Electronic Document Management Systems in Governments: Evidence From Jordan

ABSTRACT

We investigated the critical success factors that affect the implementation of electronic document management systems in government organizations. Based on a comprehensive literature review and input from an expert panel, we composed a list of 37 factors that were considered as prerequisites of successful electronic document management system implementation. We then grouped these 37 factors into six categories. Through a questionnaire survey and factor analysis, we confirmed that the categories identified are important for successful electronic document management system implementation.

Haitham Alshibly

Haitham Alshibly is currently a Professor of Management Information Systems at Talal Abu-Ghazaleh University College of Business, Bahrain. He received his BSc and MBA from the University of Jordan and his PhD in IS from the University of Newcastle, Australia. He has been actively pursuing research related to customer empowerment, e-commerce, s-commerce, e-government, e-marketing, decision support systems, as well as EDMS evaluation and adoption. He has published over 100 papers in the form of books, book chapters, journal articles and conference papers, among others.

Raymond Chiong

Raymond Chiong is a Senior Lecturer at the University of Newcastle, Australia. He is also a Guest Research Professor with the Center for Modern Information Management at Huazhong University of Science and Technology, China. He obtained his PhD from the University of Melbourne. His research interests include game theory, optimization, and data analytics. He was the Editor-in-Chief of the Interdisciplinary Journal of Information, Knowledge, and Management. Currently, he is an Editor of the journal Engineering Applications of Artificial Intelligence and an Associate Editor of IEEE Computational Intelligence Magazine. He has produced more than 120 refereed publications to date.

Yukun Bao

Yukun Bao is currently a Professor with the School of Management, Huazhong University of Science and Technology, China, and the Deputy Director of Center for Modern Information Management at the same university. His research interests are in computational intelligence and its applications in business, finance, and engineering. He has published more than 60 papers, and has been the principal investigator for three research projects funded by the National Science Foundation of China. He received IBM’s Excellent Faculty Award in 2012. He is a senior member of IEEE and an Associate Editor of the Neurocomputing journal.
