Evaluation of Government Assistance Programs for Large Families

(On the Example of Vologda Oblast)

Abstract

This article examines the role of the government in Russia’s demographic development and identifies several promising programs for assisting large families. The need for more large families is substantiated. On the basis of statistical and sociological data, the main problems facing large families are determined, the mechanisms of large-family assistance are systematized for Russia and the Vologda Oblast, their effectiveness is indirectly assessed, and prescriptions are made for optimizing demographic policy in order to stimulate the birth rate by increasing the number of children per family.

2. Standard tax deductions are determined as a fixed amount by which the amount of the tax base (individual income) is reduced for each month of the tax period (calendar year). They are not the result of any costs incurred by the individual. The main requirement for their implementation is that the taxpayer must belong to a category of citizens established within the tax code. It is possible to provide them monthly.
