State Program for the Development of Agriculture: Ambitions and Realities

ABSTRACT

The article discusses the features of the new version of the “State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials, and Food Markets,” which was developed as a pilot program based on project management principles. An analysis is given of the shortcomings of the State Program in terms of its target block and structure. A risk assessment of its implementation is provided. The author argues that the systemic deficiencies of the State Program, and of Russia’s entire federal program framework, are caused by the frequent revision of the regulatory framework used to develop, implement, and assess the effectiveness of government programs.

The comparison of the official statistics with the results of the All-Russian Agricultural Census (conducted by the Russian Presidential Academy of National Economy and Public Administration) testifies to the overestimation of the official data on the growth of agricultural production in recent years. Initially, Rosstat estimated that the growth of agricultural production from 2010 to 2017 was 1.773 trillion rubles. However, after this figure was adjusted, it was lowered by nearly a third (30.5 percent) to 1.231 trillion rubles. Meanwhile, the growth rate for 2012–2017 was more than two times lower than the previously published data—8.7 percent versus 20.4 percent.
