CHINA'S ECONOMIC AND EDUCATION REFORM: A ROLE FOR COMMUNITY COLLEGES

Abstract

The People's Republic of China has undertaken two profound initiatives in the past 20 years. First, the central government announced that it is going to shift from a centrally planned model of economics to one that will be based on the attributes of a free market. Second, the government called for a reform of the education system, which had become too rigid in its approach to education. Both of these issues are interdependent, for achievements in the former indicate involvement of the latter. This article seeks to illustrate some of the interconnections of these two initiatives and to show why a new form of educational institution is required to address them. Creation of special enterprise zones by the central government provides the field on which the relationship between these two issues can be tested. One such zone is Pudong, an area adjacent to Shanghai, and an examination of the two initiatives in this zone is presented. In this context, the contributions that a community college can provide to both of these initiatives are examined.
