Becoming an Eco-Innovative Industrial Cluster Through De-Regionalization: Lessons from Italian and Brazilian Clusters

Abstract

This research intends to contribute to the literature by exploring current changes in de-regionalization of intervention forms in clusters to transform them into eco-innovative industrial clusters. The regions of Emilia-Romagna (Italy) and Santa Catarina (Brazil) are analyzed as longitudinal case studies. Our findings revealed that Emilia-Romagna industrial districts are targeting innovation and sustainability, allowing the Italian clusters to benefit from the shift from regionalized “100% made in Italy” to greater value added through innovation and “green.” The Santa Catarina region is a pioneer Brazilian State in the de-regionalization of clusters through Innovation Centers and thus contrasts with the Italian region. Contributions for considering third-level government in microregions are addressed for Latin American practitioners, scholars, and decision makers.

RESUMEN

El objetivo de esta investigación es contribuir a la literatura explorando los cambios actuales en la desregionalización de las formas de intervención en grupos para transformarlos en grupos industriales ecoinnovadores. Las regiones de Emilia-Romagna (Italia) y Santa Catarina (Brasil) se analizaron como estudios de casos longitudinales. Los hallazgos revelaron que los distritos industriales de Emilia-Romaña están orientados a la innovación y la sostenibilidad, permitiendo que los grupos italianos se beneficien del cambio de regionalizado “100” hecho en Italia” a un mayor valor agregado que le da la innovación y el “verde.” La región de Santa Catarina es un estado brasileño pionero en la desregularización de agrupaciones a través de Centros de Innovación, que difieren de la región italiana. También examinamos las contribuciones dirigidas a los profesionales, académicos y tomadores de decisiones latinoamericanos cuanto a la administración del tercer nivel en microrregiones.

RESUMO

O presente trabalho tem por meta contribuir com a literatura através da pesquisa das mudanças atuais na desregionalização das formas de intervenção em clusters para transformá-los em clusters industriais ecoinovadores. As regiões de Emilia-Romagna (Itália) e Santa Catarina (Brasil) foram analisadas por estudos de caso longitudinais. Os achados evidenciam que os distritos industriais de Emilia-Romagna buscam inovação e sustentabilidade, fazendo os clusters italianos se beneficiarem da mudança do regionalizado “100% feito na Itália” para o maior valor agregado da inovação e do “verde.” Santa Catarina é o estado brasileiro pioneiro na desregionalização de clusters através de Centros de Inovação, o que a difere da região italiana. Também foram abordadas contribuições que avaliam a administração do terceiro escalão em microrregiões para profissionais, acadêmicos e tomadores de decisão da América Latina.
