Beyond ideological fixation: ecology, justice, and Canadian foreign policy under Harper

Abstract

The first decade and a half of the 21st century has not been kind to Canada's reputation in the realm of international relations. This is the result of policy decisions that have alienated the country, as exemplified by the country's policy-making in two domains in which Canada had previously earned respect as a global leader hitting above its weight: international environmental protection and international justice. In this commentary, we argue that Canada's foreign policy in these two areas derive from a common reactive and dogmatic policy-making which is, despite its name, actually aimed at appeasing domestic audiences.

Dans le domaine des relations internationales, la première décennie du 21^ème siècle n'a pas été clémente avec la réputation du Canada. Tel est le résultat de décisions politiques qui ont marginalisé le pays, comme en témoigne la définition des politiques relatives à deux domaines dans lesquels le Canada avait précédemment acquis du respect en tant que leader mondial dépassant les attentes : la protection internationale de l'environnement et la justice internationale. Dans ce commentaire, nous soutenons que la politique étrangère du Canada dans ces deux domaines relève d'une élaboration réactive et dogmatique de politiques dont l'objectif est en fait, et malgré son nom, d'apaiser l'opinion publique canadienne.
