“Canada’s back” – can the Trudeau government resuscitate Canadian diplomacy?

ABSTRACT

Canadian Prime Minister Justin Trudeau and his ministers have been fond of emphasizing that “Canada is back” on the global stage. Defense and development reviews have been completed, but, with the exception of Foreign Minister Freeland’s brief parliamentary address in June 2017, little is known of the government’s intentions regarding international policy, diplomacy or grand strategy. This analysis reviews key developments during the transition from the Cold War to the globalization age, examines Canada’s evolving place in the post-war world, and assesses that the performance of the government through to mid-term has been, at best, mixed. To improve results, the author sketches an ambitious five-point plan for fundamental diplomatic, institutional and international policy transformation.

RÉSUMÉ

Le Premier ministre canadien, Justin Trudeau, et ses ministres, se plaisent à souligner que « le Canada est de retour » sur la scène mondiale. Un examen de la défense et du développement a été effectué mais, à l’exception du bref discours de Mme Freeland, Ministre des Affaires étrangères, au Parlement en juin 2017, on connaît mal les intentions du gouvernement en matière de politique internationale, de diplomatie ou de grande stratégie. Cette analyse passe en revue les développement clés correspondant à la période de la Guerre froide à celle de la mondialisation, examine la position en évolution du Canada dans le monde d’après-guerre, et vérifie que la performance du gouvernement, à moyen terme, a été, au mieux, mitigée. Dans une perspective d’amélioration des résultats, l’auteur esquisse, en cinq points, un plan ambitieux de transformation fondamentale de la diplomatie, des institutions et de la politique internationale.
