Migration a road to empowerment? Agency, resources, and the left behind women in Punjab, India

ABSTRACT

This paper is on transnational migration with a focus on Punjab in North India. This essentially being a male-dominated phenomenon, I examine the impact of migration on the empowerment of women in “left-behind” families. The three dimensions of empowerment highlighted here are resources, agency, and achievement. Data was collected via interviews and case studies of five left behind women and a survey of 48 Punjabi households where the men had migrated to the Middle East. The respondents were classified into three age groups: 20–35 years, 35–45 years and 45+. These offered comparison to understand problems related to remittances and women's empowerment. The research revealed how migration by men affected their left behind spouses. Some of them faced several hurdles and remained constrained by social and familial norms of patriarchy, while others found opportunities to resist such constraints.

ਇਹ ਪੇਪਰ ਉੱਤਰੀ ਭਾਰਤ ਵਿੱਚ ਪੰਜਾਬ ' ਤੇ ਧਿਆਨ ਕੇਂਦਰਿਤ ਕਰਦੇ ਹੋਏ ਅੰਤਰ - ਰਾਸ਼ਟਰੀ ਪਰਵਾਸ ' ਤੇ ਕੇਂਦਰਿਤ ਹੈ। ਇਹ ਲਾਜ਼ਮੀ ਤੌਰ ' ਤੇ ਇੱਕ ਮਰਦ - ਪ੍ਰਧਾਨ ਵਰਤਾਰਾ ਹੈ ਅਤੇ ਇਹ ਅਧਿਐਨ ' ਖੱਬੇ - ਪਿੱਛੇ ' ਪਰਿਵਾਰਾਂ ਵਿੱਚ ਔਰਤਾਂ ਦੇ ਸਸ਼ਕਤੀਕਰਨ ' ਤੇ ਪਰਵਾਸ ਦੇ ਪ੍ਰਭਾਵ ਦੀ ਜਾਂਚ ਕਰਦਾ ਹੈ। ਇੱਥੇ ਉਜਾਗਰ ਕੀਤੇ ਗਏ ਸਸ਼ਕਤੀਕਰਨ ਦੇ ਤਿੰਨ ਪਹਿਲੂ ਸਰੋਤ , ਏਜੰਸੀ ਅਤੇ ਪ੍ਰਾਪਤੀ ਹਨ। ਪੰਜ ਪਿੱਛੇ ਰਹਿ ਗਈਆਂ ਔਰਤਾਂ ਦੇ ਗੁਣਾਤਮਕ ਕੇਸ ਅਧਿਐਨ ਅਤੇ 48 ਪੰਜਾਬੀ ਪਰਿਵਾਰਾਂ ਦੇ ਸਰਵੇਖਣ ਵਿੱਚ ਡੇਟਾ ਇਕੱਠਾ ਕੀਤਾ ਗਿਆ ਸੀ ਜਿੱਥੇ ਮਰਦ ਮੱਧ ਪੂਰਬ ਵਿੱਚ ਚਲੇ ਗਏ ਸਨ। ਉੱਤਰਦਾਤਾਵਾਂ ਨੂੰ ਤਿੰਨ ਉਮਰ ਸਮੂਹਾਂ ਵਿੱਚ ਸ਼੍ਰੇਣੀਬੱਧ ਕੀਤਾ ਗਿਆ ਸੀ : 20-35 ਸਾਲ , 35-45 ਸਾਲ ਅਤੇ 45+ ਇਹਨਾਂ ਨੇ ਰਿਮਿਟੈਂਸ , ਅਥਾਰਟੀ ਅਤੇ ਮਹਿਲਾ ਸਸ਼ਕਤੀਕਰਨ ਨਾਲ ਸਬੰਧਤ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਸਮਝਣ ਲਈ ਤੁਲਨਾ ਦੀ ਪੇਸ਼ਕਸ਼ ਕੀਤੀ। ਖੋਜ ਨੇ ਖੁਲਾਸਾ ਕੀਤਾ ਕਿ ਕਿਵੇਂ ਪਰਵਾਸ ਕਾਰਨ ਕੁਝ ਪਿੱਛੇ ਰਹਿ ਗਈਆਂ ਔਰਤਾਂ ਦਾ ਸਸ਼ਕਤੀਕਰਨ ਹੋਇਆ। ਉਨ੍ਹਾਂ ਵਿੱਚੋਂ ਕੁਝ ਨੂੰ ਕਈ ਰੁਕਾਵਟਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ ਅਤੇ ਉਹ ਪਿਤਾਪੁਰਖੀ ਦੇ ਸਮਾਜਿਕ ਅਤੇ ਪਰਿਵਾਰਕ ਨਿਯਮਾਂ ਦੁਆਰਾ ਅੜਿੱਕੇ ਬਣੇ ਰਹੇ , ਜਦੋਂ ਕਿ ਦੂਜਿਆਂ ਨੂੰ ਅਜਿਹੀਆਂ ਰੁਕਾਵਟਾਂ ਦਾ ਵਿਰੋਧ ਕਰਨ ਦੇ ਮੌਕੇ ਮਿਲੇ।

Atinder Pal KAUR is an assistant professor (Sociology) in the Department. of Economics and Sociology, Punjab Agricultural University, Ludhiana. She did a PhD (2018) from the Department of Sociology, Panjab University Chandigarh for which she received a UGC Research Fellowship. She has presented papers on migration in various national and international forums including the IMISOCE Luxemburg and International Institute of Social Sciences (The Hague, Netherlands).
