Making the case for a transformed development ecosystem: a feminist reflection on the experience of RootsLab in Lebanon

ABSTRACT

This article draws on our experience of implementing RootsLab, a feminist programme piloted in Lebanon by Oxfam, Global Fund for Women, FRIDA|Young Feminist Fund, and Young Foundation. It works with young grassroots activists, supporting feminist movement building. Here, we reflect critically on RootsLab, and its place and role in the wider development system. RootsLab offers a unique perspective on navigating challenges and capturing learning, to demystify feminist practices and make an effective case for a transformed ecosystem that is conducive to sustainable feminist change. Feminist principles, approaches, and tools aim to challenge power imbalances embedded in our programmes and are intentionally political and transformative. However, they are often criticised for being idealistic, with unattainable goals. It is important to step away from both romanticisation and paralysing criticism – which is often rooted in patriarchal thinking. And it remains essential to work towards that ideal. But, given the restrictive realities of the current development ecosystem, how do we then translate feminist values into all aspects of our programme?

Cet article s’inspire de notre expérience de la mise en œuvre de RootsLab, un programme féministe piloté au Liban par Oxfam, le Fonds mondial pour les femmes, FRIDA|Young Feminist Fund et Young Foundation. Il travaille avec de jeunes activistes de la base populaire pour soutenir le développement de mouvements féministes. Ici, nous menons une réflexion critique sur RootsLab et sur sa place et son rôle dans le système de développement dans son ensemble. RootsLab propose un point de vue unique au moment de gérer les défis et de saisir les enseignements, afin de démystifier les pratiques féministes et de présenter des arguments efficaces en faveur d’un écosystème transformé propice à des changements féministes durables. Les principes, approches et outils féministes visent à mettre en question les déséquilibres de pouvoir ancrés dans nos programmes et sont délibérément politiques et transformateurs. Cependant, ils sont souvent critiqués comme étant idéalistes et dotés de buts impossibles à atteindre. Il est important de s’éloigner de toute vision romantique et de la critique paralysante – qui ont souvent leur origine dans les idées patriarcales. Et il continue d’être essentiel d’œuvrer vers cet idéal. Cependant, étant donné les réalités restrictives de l’écosystème de développement actuel, comment traduire les valeurs féministes dans tous les aspects de notre programme ?

El presente artículo se apoya en la experiencia que obtuvimos al implementar RootsLab, un programa feminista puesto a prueba en Líbano por Oxfam, el Fondo Mundial para Mujeres, frida|Fondo Feminista Joven y la Fundación Young. El programa trabaja con jóvenes activistas de base, apoyando la construcción de movimientos feministas. En el artículo reflexionamos críticamente sobre Rootslab, el lugar que ocupa y el papel que desempeña en el sistema de desarrollo más amplio. RootsLab ofrece una perspectiva única para sortear los desafíos y encauzar el aprendizaje, con el fin de desmitificar las prácticas feministas y presentar un argumento efectivo para un ecosistema transformado que conduzca a un cambio feminista sostenible. Los principios, enfoques y herramientas feministas tienen como objetivo desafiar los desequilibrios de poder integrados en nuestros programas y son intencionalmente políticos y transformadores. No obstante, a menudo son criticados por ser idealistas, y sus objetivos inalcanzables. Es importante alejarse tanto de la idealización como de la crítica paralizadora, que a menudo se sustenta en el pensamiento patriarcal. Sigue siendo esencial trabajar hacia ese ideal. Sin embargo, considerando las realidades restrictivas del actual ecosistema de desarrollo, ¿cómo aplicamos los valores feministas en todos los aspectos de nuestro programa?

5 The ‘Most Significant Change’ methodology refers to a participatory qualitative technique used for monitoring and evaluation. The objective of this approach is to allow for free input from the participants to define domains of change themselves, and to provide insight into what they deem to be the most significant contributions made by the project or programme.
