The Bologna Declaration as a Tool to Enhance Learning and Instruction at the University of Helsinki

Abstract

In Finland, as in other European countries, the Bologna Declaration is having a profound impact on the structure of degrees, and consequently on teaching and learning. Until now, most graduates in Finland completed a Master’s without having to take a Bachelor’s degree first. The Ministry of Education has set a high objective for the reform of degrees based on the Bologna Declaration: the Bachelor’s degree will be developed as an intermediate stage on the way to the Master’s degree, which will remain the main university degree in Finland. Prior to the Bologna Declaration, the University of Helsinki already had a history of enhancing the quality of instruction by providing support directly to the faculties. The university had also emphasised the importance of research into learning and instruction in higher education as the basis for developing teaching at the university. This research provides important information and tools for the university for developing high‐quality teaching and enhancing high‐quality learning in the Finnish university context. Hence, the degree reform process for the Bologna Declaration has not been conceived as a separate process. Instead, with government support, it has been embedded into the ongoing development of learning and instruction at the university. Of particular importance for academic development has been the requirement that all programs must undertake a core analysis.

Bolognan julistus on käynnistänyt Suomen yliopistoissa aktiivisen tutkintorakenteiden uudistusprosessin. Bolognan prosessi muuttaa ratkaisevasti suomalaisia tutkintoja. Tutkintorakenteen uudistusprosessin keskeisenä työkaluna ovat olleet ydinainesanalyysit, joiden tulosten pohjalta uusia tutkintoja rakennetaan. Erityisen suuri muutos tulee olemaan kandidaattitutkintojen vakiintuminen, sillä tänä päivänä suurin osa yliopistoista valmistuneista on maistereita. Opetusministeriön kunnianhimoinen tavoite onkin, että kandidaatin tutkinnosta tulee selkeä välitutkinto ja että maisterin tutkinto tulee edelleen olemaan Suomen yliopistojen pääasiallinen tutkinto. Helsingin yliopisto oli jo ennen Bolognan julistusta panostanut voimakkaasti opetuksen kehittämiseen tukemalla tiedekuntia heidän opetuksen kehittämishankkeissaan sekä taloudellisesti että perustamalla pedagogisten yliopistonlehtorien poolin. Tiedekunnat ovat voineet anoa opetuksen kehittämisensä avuksi yliopistopedagogisia asiantuntijoita viideksi vuodeksi kerrallaan. Helsingin yliopisto on myös halunnut edistää yliopisto‐opetukseen ja‐opiskeluun kohdistuvaa tieteellistä tutkimusta. Tutkimuksen avulla saadaan tärkeää tietoa yliopistosta työ‐ja oppimisympäristönä. Samalla voidaan myös luoda työkaluja opetuksen ja opiskelun laadun edistämiseksi. Bologna prosessi ei Helsingin yliopistossa ole jäänyt irralliseksi prosessiksi, vaan on luontevasti niveltynyt käynnissä oleviin opetuksen ja opiskelun kehittämisprosesseihin.

En Finlande comme dans d’autres pays européens, la déclaration de Bologne a profondément marqué la structure des grades, et par conséquence l’enseignement et l’étude. Jusqu’à présent, la plupart des gradués finlandais terminent leur Master sans avoir accompli le grade de Bachelor. Le ministère de l’éducation a été ambitieux quand il a réformé les grades conformément à la déclaration de Bologne: le grade de Bachelor sera développé comme un stade intermédiaire dans l’acquisition du grade de Master, qui restera le grade principal en Finlande. Avant la déclaration de Bologne, l’université de Helsinki avait déjà un passé dans les domaines de l’amélioration de la qualité de l’enseignement et du support direct aux facultés. L’université a aussi accentué l’importance de la recherche dans l’étude et l’enseignement du niveau supérieur en tant que base pour le développement de l’instruction à l’université. La recherche apporte de l’information importante, ainsi que des instruments pour développer un enseignement de haute qualité dans le contexte universitaire finlandais. Vu ce passé, l’instauration des grades pour la réforme de Bologne n’a pas été conçu comme une reforme séparée. Au contraire, avec l’aval du gouvernement, elle a été intégrée dans le développement de l’étude et de l’enseignement à l’université. L’obligation pour tous les programmes de faire une analyse de fond a été particulièrement importante.
