FAMILIES’ CARE OF THEIR CHILDREN WITH SEVERE DISABILITIES IN AUSTRALIA

Abstract

In Australia, from the 1980s, the processes of de-institutionalization and non-institutionalization have resulted in most children with severe disabilities being cared for at home. Current Australian government policy suggests that care increasingly will be undertaken in the home. The needs of families, then, is an area that requires attention. The findings in this paper are drawn from a series of qualitative in-depth interviews with parents of children with severe disabilities and, in particular, I highlight issues raised in relation to income, work, leisure and social relationships. Typically, despite the provision of formal (and informal) support services, participation in the wider community is limited. I argue that the provision of support services has been inadequate to enable engagement in activities that other families take for granted and that greater social policy attention is warranted.

En Australie, depuis les années 80 les politiques publiques de désinstitutionalisation ont permis à la plupart des enfants qui ont un handicap grave, d’être pris en charge à domicile. La politique gouvernementale actuelle propose une plus grande prise en charge. Une attention particulière doit être portée aux familles. L'objet de cet article est de relever les éléments importants qui sont ressortis d'interviews menés auprès de famille avec enfants à handicap grave. Des questions importantes relatives au revenu, au travail, aux loisirs et aux relations sociales ont été soulevées. Malgré la mise à disposition de services de soutien, qu'ils soient formels ou informels, la participation des parents dans un cadre communautaire plus large, reste typiquement restreinte. A mon avis, la mise à disposition de services de soutien est insuffisante pour permettre aux familles de s'investir dans des activités — activités qui paraissent toutes naturelles aux yeux des autres familles — ce qui nécessitera une politique sociale plus poussée.
