INTRODUCTION

Leave policies in challenging times: reviewing the decade 2004–2014

Abstract

The article explains the origins of this special issue in the work of the international network on leave policies and research. It considers recent developments in leave policy, including continuing growth and diversity, and increasing attention to fathers and blurring of differences between maternity, paternity and parental leave; and the authors' views on policy and research issues as they have emerged since 1999. Looking forward, the article defines four key policy and research issues for the coming decade: the relationship between care, employment and gender in its broadest sense; adopting a life course perspective; giving voice to care-receivers; and transforming the workplace.

Cet article situe les origines de ce numéro spécial dans le contexte des travaux du Leave Policies and Research Network, un réseau international sur les politiques et la recherche en matière de congés thématiques; et examine dans un premier temps les évolutions récents de ces politiques. Celles-ci se sont non seulement constamment développées et diversifiées, mais elles ont également porté une attention accrue à la paternité et à la remise en question des différences entre congé de maternité, de paternité et parental. Les auteurs présentent leur vision des enjeux politiques et scientifiques qui ont émergé depuis la fin du 20e siècle, pour identifier ensuite quatre questions politiques et scientifiques essentielles pour la décennie à venir: l'interaction entre soin, emploi et genre au sens large; l'importance d'adopter une perspective en termes de parcours de vie; l'attention à porter au point de vue des personnes qui reçoivent des soins; et les transformations à l'oeuvre sur les lieux de travail.

Peter Moss is an Emeritus Professor of Early Childhood provision at UCL Institute of Education in London and a coordinator of the international network on leave policies and research.

Fred Deven worked for almost thirty years as scientific director at the Population and Family Study Centre (CBGS, Brussels), acting at present as an independent consultant on Family Policies & Social Cohesion as well a coordinator of the International Network on Leave Policies and Research.
