Defining human resource development in Morocco: An exploratory inquiry

Abstract

The purpose of this article is to explore the construct of HRD in Morocco, to describe how it is being utilized, and to explain what contextual factors and environmental forces may be driving and shaping its emergence and development. Morocco is a North African country with historic ties to Africa, Europe and the Middle East, making it a strategic country to examine for international comparisons and contextual factors, especially for other African and Arab developing countries.
