Priorities and determinants of priorities of Swedish social workers

Abstract

Priority setting is an integrated part of social work, in Sweden as well as internationally. In this article we explore Swedish social services and how social workers make priorities and what these priorities involve. By use of regression analysis we also study what circumstances are of importance for allocative precedence and what impact different distributive principles have. One primary result is that priorities are made frequently by social workers—mostly on what cases to work with next and how much time to spend on every client. Another somewhat expected result is a manifest area bias, suggesting that respondents tend to see to the interests of their own professional domain. The principle of need proved to be the most important of the distributive principles studied, while principles of capacity to benefit and economy were more endorsed by officials working with elderly and disabled than those in other sectors.

Socialt arbete består till stor del av prioriteringar, i Sverige såväl som internationellt. I denna artikel undersöker vi den svenska socialtjänsten och hur socialarbetare vill genomföra prioriteringar och vad dessa prioriteringar innebär. Genom användning av regressionsanalys studerar vi också vilka omständigheter som är av betydelse för vad som ges företräde och vilken betydelse olika fördelningsprinciper har. Ett primärt resultat är att prioriteringarna är ett mycket frekvent inslag i arbetet—främst avseende vilka fall man skall arbeta med härnäst och hur mycket tid man väljer att spendera på varje klient. Ett annat, i huvudsak förväntat resultat är en uppenbar områdesbias, vilket är ett uttryck för att respondenterna primärt tenderar att se till sin egen professionella domän. Behovsprincipen visade sig vara den viktigaste av de studerade fördelningsprinciperna, medan behandlingsbarhetsprincipen och ekonomiprincipen framförallt omfattade av tjänstemän inom vården av äldre och funktionshindrade.
