Working with social complexity in a neoliberal society: challenges for social work in Estonia

Abstract

This article deals with Estonian social workers' perspectives on the fundamentals of the social work profession in a society where radical social, political, and economic changes have occurred within a very short period of time. Estonia typically figures as a model country, sometimes as a positive model, sometimes as a negative one, but according to most commentators, Estonia has pursued social and economic transformations in a particularly dramatic way. Social workers have recognized that radical changes have created new types of problems and social work should deal with vulnerable people and families under uncertain and unforeseeable conditions. Estonia is a challenging example to understand social work in the context of a neoliberal market society. It is therefore necessary to find out what the new challenges for the development of social work as a profession are. This article explores a ‘direction’ toward which social work in Estonia is developing, focusing mainly on the influence of the Estonian political context. The results of the research are relevant to the entire social work profession, insomuch as they address questions about the essence of social work and the ethical principles of the social work profession in society and how they can be strongly influenced by neoliberal thinking and increasing complexity.

See artikkel käsitleb sotsiaaltöötajate vaatenurki sotsiaaltöö professionaalsest praktikast ühiskonnas, kus radikaalsed sotsiaalsed, poliitilised ja majanduslikud muutused on asetleidnud lühikesel ajaperioodil. Eesti taasiseseisvumisest alates 1991.a on ulatuslikud reformid (turumajanduslike ja demokraatlike institutsioonide ülesehitamine, omandisuhte muutumine, ümberkorraldused sotsiaal- ja tervishoiupoliitikas ning hariduses) avaldanud olulist mõju Eesti inimeste eluteedele ning seeläbi ka sotsiaaltöö praktikale. Mitmed autorid on üsna üksmeelel selles osas, et uute Euroopa Liidu riikide seas on Eesti kõige puhtakujulisem liberaalse turumajanduse näide: väiksemad maksud (kuid vähem avalikke hüvesid), madalam töötuse tase (kuid rohkem vange), suurem ebavõrdus, kõrgemad võõrdumis- ja madalamad solidaarsusnäitajad, rohkem vabadust (rikaste jaoks), suurem sotsiaalne ebakindlus ja vaesus. Sotsiaaltöötajate sõnul on kiired muutused loonud uut tüüpi sotsiaalprobleeme, millel puuduvad konkreetsed ja lihtsad lahendused. Liberaalse turumajanduse korral pakub sotsiaalkaitsesüsteem minimaalseid sotsiaalseid hüvesid jättes suurema vastutuse indiviididele ja perekondadele rõhutades inimese enda vastutust oma ühiskonnas osalemise, heaolu ja sissetuleku eest. Uuringu tulemusena selgus, et sotsiaaltöötajad puutuvad enda igapäevatöös kokku inimestega, kes on sattunud mitmekesiste probleemide keskele ning kes ei suuda või kellel puuduvad võimed võtta vastutust enda elu puudutavates küsimustes. Sotsiaaltöötajad tegutsevad sageli komplekssete sotsiaalprobleemide, ühiskondlike nõuete ja ootuste ning keerukate eetliste valikute kolmnurgas. Uuringu tulemused on olulised, et mõtestada sotsiaaltöö tähendust ja eetilisi põhimõtteid ühiskonnas, mis on tugevalt mõjutatud neoliberaalsest maailmavaatest.

Hans (J.P.) van Ewijk is a visiting professor at Tartu University and professor emeritus ‘Social policy and social work theory’ at University for Humanistic Studies and Utrecht University of Applied Sciences. He is past President of ICSW Europe and first chairman of ENSACT. He started his career as Youth Worker, became director of the National Institute for Care and Welfare and finished his career as Professor in social work.
