ABSTRACT
This article is a review of 50 selected peer-reviewed articles from 2004 to 2013. The texts are analysed with reference to Malcolm Payne’s model of the three-way discourse of social work, and the findings are discussed in relation to Brazil’s social and political background. The review of the articles reveals a general perspective on social work in Brazil as a profession aiming at social change through collective transformation, and a normative identity of social work as a profession with political implications. The texts written in Portuguese for a Brazilian audience are more inclined to promote explicit political perspectives on social work than the English texts. Ideological concepts such as democracy and universal rights expressed in the articles are challenged by competing views in Brazilian society. This is especially the case in discussions about the role of the third sector in Brazil. Social work as a concept cannot be taken for granted. The experience of extreme inequalities that Brazil shares with several other Latin American countries makes it necessary to consider historical and social characteristics in order to understand the analytical perspectives that national and international academics employ when studying social work in Brazil.

Denne artikkelen diskuterer konstruksjon av sosialt arbeid i Brasil ut fra en gjennomgang av 50 utvalgte fagfellevurderte artikler publisert fra 2004 til 2014. Tekstene er analysert i forhold til Malcolm Paynes tre-vei diskurs om sosialt arbeid og funnene diskuteres i relasjon til Brasils sosiale og politiske bakgrunn. Gjennomgangen av artiklene avdekker et generelt perspektiv på sosialt arbeid i Brasil som en profesjon med mål om sosial endring gjennom kollektiv transformasjon og en normativ profesjonsidentitet med politiske implikasjoner. Tekstene som er skrevet på portugisisk og for et brasiliansk publikum er mer tilbøyelige til å promotere et eksplisitt politisk perspektiv på sosialt arbeid enn de engelske tekstene. Ideologiske konsepter, som demokrati og universelle rettigheter slik de uttrykkes i artiklene blir utfordret av andre forståelser i samfunnet. Dette blir spesielt synlig i diskusjonene om tredje sektors rolle i Brasil. Sosialt arbeid som konsept kan ikke bli tatt for gitt. Erfaringer med ekstreme ulikheter som Brasil deler med flere andre Latinamerikanske land, gjør det nødvendig å være oppmerksom på historiske og sosiale forhold for å forstå de analytiske perspektivene hos nasjonale og internasjonale akademikere når de studerer sosialt arbeid i Brasil.
RESUMO
Este artigo é uma revisão de 50 artigos selecionados revisados por pares, de 2004 a 2013, e discute a construção do serviço social no Brasil. Os textos foram analisados tendo como referência o modelo do discurso de três vias do serviço social, de Malcolm Payne, e os resultados foram discutidos em relação ao contexto social e político do Brasil. A revisão dos artigos revela uma perspectiva geral sobre o serviço social no Brasil como sendo uma profissão que visa a mudança social através da transformação coletiva, e também uma identidade normativa do serviço social como uma profissão com implicações políticas. Os textos escritos em português para um público brasileiro são mais propensos a promover perspectivas políticas explícitas sobre o serviço social do que os textos em inglês. Conceitos ideológicos expressos nos artigos, como democracia e direitos universais, são confrontados por pontos de vista conflitantes na sociedade brasileira. Este é particularmente o caso em discussões sobre o papel do terceiro setor no Brasil. O serviço social como um conceito não pode ser aceito pelo seu valor de face. A experiência das desigualdades extremas que o Brasil compartilha com vários outros países da América Latina faz com que seja indispensável considerar as características históricas e sociais, com o intuito de compreender as perspectivas analíticas que os acadêmicos nacionais e internacionais empregam ao estudar o trabalho social no Brasil.

Trond Heitmann is Cand. Polit. in Social Anthropology at the University of Oslo and is currently working on his Ph.D. at Norwegian University of Science and Technology in Trondheim, Norway. However, their contents have not changed significantly (Payne, Citation2014). The chosen labels are also more suitable in a Brazilian context, where, for instance, the concept of empowerment is intertwined with social change (Machado, Citation2012).
