Social workers’ policy practice in Israel: internal, indirect, informal and role contingent

ABSTRACT

Social work is strongly committed to furthering social justice, among others, by incorporating efforts to influence policies into social work practice. However, there is little empirical data on if, and how, social workers seek to impact social policy as an integral part of their job. This article explores the policy-related activities which Israeli social workers engage in as part of their job. The sample consisted of 621 social workers: 300 direct practitioners and 106 community social workers employed by local government, 109 direct practitioners in hospitals, and 106 social workers employed by nonprofits. The findings show that practitioners in all four groups engaged in policy-oriented activities as part of their job, albeit to an often-limited extent. They were most involved in activities related to policies within their own organisation and much less in policy activities intended to influence local or national policies. The main conclusion is that social workers deal with their commitment to policy advocacy and with the various constraints on this type of activity by integrating primarily indirect and informal forms of policy engagement into their practice. The level of this activity is contingent on the social workers’ professional roles and the organisational context in which they work.

מקצוע העבודה הסוציאלית מחוייב לקידום צדק חברתי, בין היתר, על ידי פעולות המיועדות להשפיע על המדיניות החברתית. עם זאת, הידע על היקפי המעורבות של עובדים סוציאליים בפרקטיקת מדיניות, קרי: בתהליכי עיצוב המדיניות כחלק אינטגרלי מפעילותם המקצועית, הוא מועט מאוד. מחקר זה בחן את הפעולות המיועדות להשפיע על מדיניות חברתית המבוצעות על ידי עובדים סוציאליים בישראל כחלק מעבודתם המקצועית. המדגם כלל 621 עובדים סוציאליים, מהם 300 שעסקו בטיפול ישיר ו- 106 עובדים קהילתיים המועסקים על ידי מחלקות לשירותים חברתיים ברשויות מקומיות, 109 עובדים סוציאליים המועסקים בבתי חולים כלליים, ו- 106 עובדים סוציאליים המועסקים על ידי ארגוני חברה אזרחית. ממצאי המחקר לימדו שהעובדים הסוציאליים בארבעת הקבוצות עסקו בפרקטיקת מדיניות, אם כי במידה מצומצמת. הם נטו לנקוט בעיקר בפעולות לשינוי מדיניות הארגון בו הם מועסקים והרבה פחות בפרקטיקת מדיניות המיועדת להשפיע על מדיניות ברמה המקומית או הלאומית. ממצאי המחקר ביחס לסוג הפעולות שביצעו העובדים הסוציאליים לימדו שהם בעיקר מאמצים פרקטיקת מדיניות בלתי ישירה ולא פורמלית. עוד נמצא שרמת המעורבות גבוהה יותר בקרב עובדים סוציאליים קהילתיים, כלומר היא תלויה בסוג התפקיד שממלאים עובדים סוציאליים ובהקשר הארגוני בו הם פועלים.‏

Idit Weiss-Gal is Professor and Head of the Bob Shapell School of Social Work at Tel Aviv University in Israel. Her fields of research and teaching include policy practice, critical perspectives in social work, and social work as a profession.

John Gal is Professor at the Paul Baerwald School of Social Work and Social Welfare at the Hebrew University of Jerusalem and heads the welfare policy program at the Taub Center for Social Policy Studies in Israel. His fields of interest include social policy in Israel and in the Mediterranean region, policy practice in social work and the history of social work in Israel.

Talia Schwartz-Tayri, PhD, is a researcher and lecturer in the fields of social work practice, social policy and evaluation.

Ateret Gewirtz-Meydan, PhD, received her master’s degree in social work from the Hebrew University of Jerusalem and graduated as summa cum laude. She received the presidential awards to complete her dissertation at Bar Ilan University. Currently, supported by the Haruv Institute, Dr. Gewirtz-Meydan is hosted by Prof. David Finkelhor as a postdoctoral fellow at the Crimes against Children Research Center (CCRC).

Daphna Sommerfeld, MSW, was a teaching fellow in Bob Shapell School of Social Work, Tel Aviv University. She works with youth at-risk population and the LGBT community at the Givatayim social services in Israel.
