‘It’s difficult to be a social worker these days’: implications of austerity for social work practice in Greece – the case of the ‘Help at Home’ program

ABSTRACT

Greece, over the last eight years, has faced an unprecedented socioeconomic crisis due to the austerity enforced by the foreign creditors as preconditions for receiving successive bail out loans. This paper draws on interviews with social workers of the ‘Help at Home’ programme in the wider area of the city of Thessaloniki and presents the challenges that they are facing within the wider context of implications of austerity for social work practice and the reactions of professionals in Greece, as well as in other European countries. It is argued that in the light of common experiences, the challenges faced by the participants in the research could be understood not as unique or marginal but as the local manifestations of the adverse effects of neo-liberalism on a global scale. It is further argued that while the realisation of how neoliberal globalisation affects local conditions it is of critical importance to the process of raising awareness of oppressive structures that we should also recognise the personal and local socioeconomic and cultural particularities that might favour or not a more politically active response.

Περίληψη

Η Ελλάδα επί οκτώ συναπτά έτη αντιμετωπίζει μια άνευ προηγουμένου κοινωνικοοικονομική κρίση εξαιτίας των πολιτικών λιτότητας που εϕαρμόζονται ως προϋποθέσεις για τη λήψη διαδοχικών δανείων διάσωσης. Το παρόν άρθρο αντλεί από τις συνεντεύξεις που πραγματοποιήθηκαν με κοινωνικούς λειτουργούς, οι οποίοι εργάζονται σε επιμέρους δομές του προγράμματος ‘Βοήθεια στο Σπίτι’ στην ευρύτερη περιοχή της Θεσσαλονίκης. Οι προκλήσεις που αντιμετωπίζουν οι εν λόγω επαγγελματίες συζητούνται στο ευρύτερο πλαίσιο των επιπτώσεων των πολιτικών λιτότητας στην πρακτική της κοινωνικής εργασίας και των αντιδράσεων των κοινωνικών λειτουργών τόσο στην Ελλάδα, όσο και σε άλλες Ευρωπαϊκές χώρες, όπου βιώνουν αντίστοιχες εμπειρίες. Υποστηρίζεται ότι υπό το πρίσμα των κοινών αυτών εμπειριών, οι προκλήσεις που αντιμετωπίζουν οι μετέχοντες στην έρευνα δεν θα πρέπει να θεωρηθούν ως κάτι πρωτοϕανές ή μεμονωμένο, αλλά ως συνέπειες της νεοϕιλελεύθερης παγκοσμιοποίησης στο τοπικό επίπεδο. Επιπλέον, υποστηρίζεται ότι, μολονότι η συνειδητοποίηση των τρόπων με τους οποίους η νεοϕιλελεύθερη παγκοσμιοποίηση επιδρά στο τοπικό επίπεδο είναι σημαντική για την αντίληψη των ευρύτερων καταπιεστικών δομών, θα πρέπει επίσης να αναγνωρίσουμε τις προσωπικές και τοπικές κοινωνικοοικονομικές και πολιτισμικές ιδιαιτερότητες που ευνοούν ή όχι μια περισσότερο πολιτικοποιημένη αντίδραση.

Maria Antoniadou studied Social Work at the Department of Social Administration and Political Science of Democritus University of Thrace and she holds a master’s degree in Social Work in Education from the same Department. Her working experience as a social worker includes: work at the Social Services Department of the city of Komotini, work in a refugee camp and at the Second High School in the same city.

Dr. Vassilis Karagkounis is an Assistant Professor in Community Social Work at Department of Social Administration and Political Science, Democritus University of Thrace, Greece. He has more than eleven years of practical experience as a social worker in health care. His research, primarily in the area of community work and health, with special focus on issues related to planning, implementing and evaluating interventions in deprived areas, vulnerable groups and minorities, has been published in Greek and English-language periodicals and books.

1 In some cases, instead of a social worker, some units have hired a sociologist or a psychologist.

2 In other EU countries home care services (along with home nursing) were initially established in order to help families caring for family members with disabilities and subsequently with the aging of the population the care was extended to old and frail people. In Greece the Program has focused primarily on the latter group (Petmesidou, 2006a, p. 343).
