Policy values related to support for care leavers with disabilities

ABSTRACT

This study explores values that underpin Norwegian policies aimed at supporting care leavers with disabilities in their transition to adulthood. Articulation of these values can sharpen our awareness of value conflict within policy and provide understanding of the complex considerations that are involved in both policy and aftercare practice. We have conducted a document analysis of government white papers within the fields of child welfare and disability services in Norway. A total of eight white papers from the time period 1998–2018 were included in our data, whereof four addressed disability services and four child welfare. The documents were analysed using summative qualitative content analysis, which involves counting and making comparisons, usually of keywords, but also includes interpretations of the context. Through our study, we found that care leavers with disabilities are not identified as a target group in either child welfare policy or disability policy. We also found that the two categories of white papers construct different concepts of support and different images of their target groups. The study furthermore resulted in findings of two conflicting values within policy, which we have labelled independent adulthood and inclusive citizenship. The impact of these findings on aftercare practices are discussed.

RESUMÉ

Denne studien undersøker verdiar som er integrerte i norsk politikk retta mot oppfølging av unge som har motteke støtte frå barnevernet i oppveksten, og som også har ei funksjonsnedsetting. Sosialt arbeid har ein lang tradisjon for sosialpolitisk påverknadsarbeid, noko som krev både merksemd kring, og forståing for, det politiske rammeverket kring tenestene. Å formulere verdiane som er uttrykte i sosialpolitikken retta mot unge med barnevernserfaring og funksjonsnedsetting, kan auke merksemda kring ulike verdikonfliktar i tenestene som vert ytte til denne målgruppa. Slik vil ein betre kunne forstå dei komplekse vurderingane som er involverte både i politikkutforming og praksis. Dette vil vidare kunne medverke til realisering av sosialt arbeid sin sosialpolitiske agenda. Vi har gjennomført ei dokumentanalyse av stortingsmeldingar innanfor barneverns- og funksjonsnedsettingsfeltet i Noreg. Datamaterialet består av totalt åtte stortingsmeldingar/proposisjonar frå perioden 1998–2018, der fire handla om ettervern i regi av barnevernet og fire handla om tenester for menneske med funksjonsnedsetting. Vi har analysert dokumenta gjennom ei summativ kvalitativ innhaldsanalyse. Dette inneber at vi både har sett på i kva omfang visse omgrep blir nytta, men også søkt forståing av konteksten som desse orda står i gjennom tematisk analyse. Gjennom studien fann vi at gruppa av unge med barnevernserfaring og funksjonshemming ikkje var identifisert i nokon av dei politiske dokumenta vi analyserte. Studien fann vidare to ulike og motstridande verdiar i det politiske rammeverket for velferdstenestene til denne målgruppa. Desse verdiane har vi kategorisert som ‘sjølvstendig vaksenliv’ og ‘inkluderande medborgarskap’. Konsekvensar av desse funna blir drøfta.

Her PhD-project explores support for care leavers with disabilities. She is also a lecturer at the master's programme in social work, where she teaches in subjects related to partnership and values in social work.
