Refugee ‘crisis’ and social services in Greece: social workers’ profile and working conditions

ABSTRACT

Since 2015, social workers are in the ‘front-line’ of the so-called refugee ‘crisis’, facing a series of difficulties in helping effectively their users through a context of austerity, anti-immigration policies, racism and under-resourced social services. Whilst Greece is one of the ‘entrance’ countries in Europe, to the best of our knowledge, there is no current research in social work practice with refugees. This study was a self-funded, quantitative research project carried out from June to August 2018. The main research questions explored the professionals’ profile and working conditions, the social work practice with refugees and the connection between social work and the anti-racist movement. This paper will discuss part of the findings in relation to the profile of professionals, the organisations’ profile and their working conditions. The findings identify a series of difficulties for professionals in order to respond to the refugee population’ surgent and uncovered needs. Placing the findings within the wider neoliberal context of repressive European policies, this paper argues that both refugees and professionals are affected by the politics of welfare as well as anti-immigration policies. These policies systematically violate human rights, rendering the role of social work crucial in the struggle for social justice.

ΠΕΡΙΛΗΨΗ

Οι κοινωνικοί λειτουργοί στην Ελλάδα βρίσκονται, ιδιαίτερα μετά το 2015 στην «πρώτη γραμμή» της λεγόμενης προσϕυγικής «κρίσης», αντιμετωπίζοντας σειρά δυσχερειών στην αποτελεσματική παροχή υποστήριξης στους εξυπηρετούμενους, δεδομένης της υπο-στελέχωσης και υπο-χρηματοδότησης των δημοσίων κοινωνικών υπηρεσιών, των μέτρων λιτότητας αλλά και της αντι-μεταναστευτικής πολιτικής. Η συγκεκριμένη αυτό-χρηματοδοτούμενη έρευνα πραγματοποιήθηκε από τον Ιούνιο έως τον Αύγουστο 2018. Τα βασικά ερευνητικά ερωτήματα αϕορούν στη διερεύνηση του προϕίλ και των εργασιακών συνθηκών των κοινωνικών λειτουργών, στην κοινωνική εργασία στην πράξη και στη σύνδεση μεταξύ κοινωνικής εργασίας και αντιρατσιστικού κινήματος. Στο συγκεκριμένο άρθρο παρουσιάζονται ευρήματα που προέκυψαν σε συνάρτηση με (1) το προϕίλ των κοινωνικών λειτουργών (2) το προϕίλ της οργάνωσης και (3) τις εργασιακές συνθήκες. Μερικά από τα βασικά ευρήματα αναϕέρονται σε σειρά δυσκολιών που αντιμετωπίζουν οι κοινωνικοί λειτουργοί στην προσπάθεια τους να υποστηρίξουν τους/τις πρόσϕυγες/προσϕύγισσες οι οποίοι στερούνται πρόσβασης σε βασικές υπηρεσίες αλλά και δεν καλύπτονται βασικές ανάγκες . Τα ευρήματα συζητούνται κριτικά σε συνάρτηση με το ευρύτερο κοινωνικό και πολιτικό πλαίσιο αναδεικνύοντας την άμεση επίδραση της κοινωνικής πολιτικής, των μεταρρυθμίσεων των εργασιακών σχέσεων των τελευταίων δεκαετιών αλλά και της αντι-μεταναστευτικής πολιτικής σε Ελλάδα και Ευρωπαϊκή Ένωση. Οι συγκεκριμένες πολιτικές παραβιάζουν συστηματικά τα ανθρώπινα δικαιώματα και ο ρόλος της κοινωνικής εργασίας είναι ιδιαιτέρως σημαντικός.

Dimitra-Dora Teloni – MA, PhD is Assistant Professor, Department of Social Work, University of West Attica, Athens, Greece. Her publications and research interests focus on radical and anti-racist social work, poverty and social services as well as social movements and community development.

Sofia Dedotsi – is a Senior Lecturer at Northumbria University, United Kingdom. Previously, she worked as an adjunct lecturer (2010–2017) in two different Social Work Departments in Greece (Patras and Athens). She is a qualified social worker, holds a PhD in Social Work from the University of Manchester and her research interests are on social work anti-oppressive practice, social work education, critical and radical social work.

Aristeidis Telonis is a postdoctoral associate at the Miller School of Medicine, University of Miami, FL, USA. He conducts computational biology research specializing in algorithms, multivariate statistics and machine learning analyses to mine big biological data.

Notes

1 Following criticism on the lack of information on NGOs involvement, the Greek Ministry of Migration Policy initiated in early 2017 the registration of all NGOs dealing with international protection, migration and social integration issues. At the time of our research design, there were 48 registered NGOs with the National Register of Greek and Foreign NGOs. Currently, there are around 70 registered NGOs. Access to the complete list of the above mentioned NGOs was obtained through informal discussions with colleagues at the early stages of the research.

2 Social workers currently in Greece need to register with the Greek Professional Association of Social Workers (SKLE) (Law 4488/2017) in order to practice. However, at the time of the research, this legal framework had just been introduced and the period offered for this registration was completed long after this research.
