Personal, professional and political: minority social workers as policy actors

ABSTRACT

The involvement of social workers in policy-making processes is grounded in a professional requirement for promoting social justice, however, it is inherently a political activity related to the socio-political context in which it occurs. What does this political involvement mean when it comes to minority social workers in multicultural societies, who are expected to act as policy actors in policy arenas designed by the majority group in society? This article is based on the assumption that minority social workers, whose number is on the rise in various European countries, need opportunities and motivations in a socio-political context in order to act as policy actors in cross-cultural political situations. Using insights from the literature on the political participation of ethnic minorities and knowledge in the field of public policy, we present a theoretical Minority Policy Practice model (MPP) to examine different factors that may affect the involvement of minority social workers in policy practice. These new theoretical understandings are expected to serve as a basis for advancing training programmes and designing policy procedures to increase the involvement of minority social workers as policy actors in multicultural countries.

תקציר

מעורבותם של עובדים סוציאליים בתהליכי עיצוב מדיניות מעוגנת אמנם בדרישה מקצועית לקידום צדק חברתי, אך הספרות מדגישה שהינה באופן אינהרנטי פעילות פוליטית הקשורה לקונטקסט החברתי-פוליטי שבו היא מתרחשת. מה המשמעות של מעורבות פוליטית זו כשמדובר בעובדים סוציאליים המשתייכים לקבוצות מיעוט בחברות רב תרבותיות ונדרשים לפעול כשחקני מדיניות בזירות המעוצבות על ידי קבוצת ה'רוב’ בחברה?. מאמר זה מבוסס על ההנחה כי עובדים סוציאליים מקבוצות מיעוט שמספרם גדל בהתמדה במדינות שונות באירופה, נדרשים להזדמנויות ומוטיבציות בהקשר חברתי-פוליטי בכדי לפעול כשחקני מדיניות בסיטואציות פוליטיות חוצות תרבות. באמצעות תובנות מהספרות על השתתפות פוליטית של מיעוטים אתניים וידע מתחום מדיניות ציבורית אנו מציגים מודל תאורטי (פרקטיקת מדיניות בקרב מיעוטים-MPP) המעגן את הגורמים העשויים להשפיע על מעורבות של עובדים סוציאליים מקבוצות מיעוט בפרקטיקת מדיניות. הבנות תיאוריות חדשות אלו צפויות לשמש בסיס לקידום מערכי הכשרה ולעיצוב נהלי מדיניות להרחבת מעורבותם של עובדים סוציאליים מקבוצות מיעוט כשחקני מדיניות במדינות רב תרבותיות.‏

Hani Nouman

Dr. Hani Nouman is a senior faculty member at the School of Social Work at the University of Haifa, and serves as the Head of the MA programme and the Head of the Graduate Program for Leadership and Social Change at the School of Social Work. Dr. Nouman research focuses upon the interface between social work and social policy. This framework encompasses studies dealing with social workers’ involvement in policy design processes (‘policy practice’), social entrepreneurship in social work, decision-making processes in social work, and community interventions. These studies are conducted from a multicultural perspective, with an emphasis on minority groups in society. Dr. Nouman has published articles in leading international journals and supervises graduate students in these fields.

Faisal Azaiza

Professor Faisal Azaiza is the Dean of Faculty for Social Welfare and Health Sciences at the University of Haifa. Professor Azaiza has been a full professor since 2011 and headed the School of Social Work at the University for five years. His work addresses social problems from an evidence-based perspective, and he works to produce action-oriented research that offers solutions to challenges faced by the Arab community, as well as global challenges to education and social work. His research and publications include Jewish-Arab relations in Israel, especially in the educational contexts, as well as welfare and health of the Arab population in Israel in terms of social needs, health problems, and service delivery systems. Professor Azaiza has published articles in leading international journals and supervises graduate students in these fields.
