Cultural adaptation – between the cultural and the political: youth work in Israel’s unrecognised Bedouin villages

ABSTRACT

This article examines a programme for Bedouin youth in the unrecognised Bedouin villages in the Naqab/Negev desert in Israel, as a case study of the cultural adaptation and implementation of Westernised youth programmes among indigenous minority groups. Our analysis, based on an exploratory qualitative study that probes the accounts of 11 professionals involved in the project, 10 of whom are Bedouin, indicates that the facilitation of youth centres is related to 2 dimensions: cultural and political. Although the programme was shown to successfully address complex cultural aspects of the Bedouin community in the adaptation process and in daily routines (e.g. cultural values and norms), it does not address the political context in which the community lives. The programme thus articulates a social recognition of the particular needs of this population, yet does not promote social activism in a way that might challenge existing social hierarchies and power relations. Therefore, the change promoted by the programme is restricted to maintaining the existing social order. Our findings call for a politicising of the discourses of ‘cultural adaptation’ in order to promote social justice for oppressed groups.

מאמר זה בוחן תכנית לנוער בדואי בכפרים הבלתי מוכרים בנגב, כמקרה בוחן של התאמה תרבותית והטמעה של תכניות התערבות מערביות לעבודה עם נוער מקבוצות מיעוט ילידיות. מחקר גישוש איכותני זה מתבסס על ראיונות עם אחד עשר אנשי מקצוע המעורבים בתכנית פינג'אן לנוער, עשרה מהם הינם בדואים. ניתוח הממצאים מעלה כי הפעלת תכנית זו הכוללת הקמת מרכזים לנוער בדואי מתקיימת בשני מימדים: תרבותי ופוליטי. בעוד תכנית זו היטיבה להתמודד עם היבטים תרבותיים מורכבים של הקהילה הבדואית במסגרת ההתאמה התרבותית, היא לא התמודדה עם ההקשר הפוליטי במסגרתו חיה קהילה זו. באופן זה, התכנית התמודדה עם הכרה חברתית של צרכים מסוימים של אוכלוסיית היעד, אך לא פעלה לקדם אקטיביזם חברתי באופן שעשוי לאתגר פערים חברתיים ויחסי כח. כך, השינוי שהתכנית בקשה לקדם נראה כמוגבל במסגרת הסדר החברתי הקיים. ממצאי המחקר קוראים לפוליטיזציה של השיח העוסק ב"התאמה תרבותית” במטרה לקדם צדק חברתי למען אוכלוסיות הסובלות מהדרה ודיכוי.‏

Yochay Nadan, Dr, PhD, is an Associate Professor at the Paul Baerwald School of Social Work and Social Welfare at the Hebrew University of Jerusalem, and a member of NEVET greenhouse of context-informed research. Dr. Nadan focuses on cultural and cross-cultural aspects of research, direct practice and training; cultural aspects of children in at-risk situations, including abuse and neglect; and clinical social work with families.

Michal Komem, Dr, is a Senior Teacher (tenured) at the School of Social Work at the Sapir Academic College. In her research she focuses on gender, adolescent girls confronting harsh life situations and young women from marginalised groups of Israeli society.
