Social exclusion in a post-industrial city: towards a critical urban social work perspective

ABSTRACT

Many cities around the world have been radically transformed by deindustrialisation, neoliberalism, and globalisation. While these processes have marked progress in various aspects of urban life, they have also generated inequality and social exclusion especially in already marginalised communities. The purpose of this article is threefold: to address community exclusion in a post-industrial city, to identify mechanisms and practices that propel it; and to move towards a preliminary conceptualisation of post-industrial urban marginalisation for social work. We build on data from a qualitative study in a post-industrial city in Israel that applied interviews (N = 30) and focus groups (N = 63), documents, walking tours and observations. The findings confirm the progressive deterioration of the communities under study and identify multiple institutional practices in three main mechanisms: service erosion, spatial deterioration, and political disempowerment. These mechanisms manifested urban policies reflected at the local level, while sustaining a dynamic that spiralled community marginalisation. Study implications suggest that social work practice and research in post-industrial cities should (a) be informed by the urban context affecting communities (b) critically re-examine services and programmes to identify their possible effect on urban mechanisms of exclusion (c) adopt a multidisciplinary approach to confront the varied aspects of urban community marginalisation.

ערים רבות בעולם משתנות באופן ראדיקלי בעקבות תהליכי דה-אינדוסטריאליזציה, ניאוליברליזם וגלובליזציה. תהליכים עירוניים אלה מעודדים קידמה בתחומים רבים, אך גם יוצרים אי-שוויון והדרה חברתית במיוחד עבור קהילות שנמצאות בשוליים. למאמר זה שלוש מטרות: לבחון את ההדרה של קהילות בעיר פוסט-תעשייתית, לזהות את המנגנונים שמאפשרים הדרה חברתית ואת הפרקטיקות המניעות אותה, ולקדם המשגה של שוליות עירונית בעיר פוסט-תעשייתית עבור עבודה סוציאלית. המאמר מבוסס על מחקר איכותני שבחן עיר פוסט-תעשייתית בישראל באמצעות נתונים מראיונות (N = 30) וקבוצות מיקוד (N = 63), מסמכים, סיורים ותצפיות. ממצאי המחקר מאשרים את קיומו של תהליך מתמשך של שחיקה והתדרדרות של הקהילות שנבדקו. המחקר זיהה מגוון פרקטיקות מוסדיות הפועלות כחלק משלושה מנגנונים עיקריים: פגיעה בשירותים קהילתיים, הזנחת המרחב הסביבתי והחלשת כוחן הפוליטי של קהילות. מנגנונים אלה שיקפו את האופן שבו מדיניות כלל עירונית באה לידי ביטוי ברמה מקומית ובמקביל, העצימו ושימרו את הדינאמיקה שדחקה קהילות אלה לשוליים. ההשלכות למחקר ולפרקטיקה של עבודה סוציאלית מצביעות על הצורך בפיתוח מודעות להקשר העירוני בערים פוסט-תעשייתיות. כמו כן, השלכות המחקר מצביעות על הצורך בבחינה ביקורתית של שירותים ומיזמים חברתיים כדי לזהות את השפעתם על מנגנוני הדרה ברמה עירונית. לבסוף, מהמחקר עולה הצורך באימוץ גישה רב-תחומית להתמודדות עם מגוון הגורמים הדוחקים לשוליים קהילות בערים פוסט-תעשייתיות.‏

Dassi Postan-Aizik

Dassi Postan-Aizik is an Assistant Professor at the Yezreel Valley College Department of Social Work and a research fellow at the University of Haifa Interdisciplinary Center for the Study of Poverty and Social Exclusion. Her research focuses on poverty and social exclusion, community social work, social policy, and academy-community partnerships. She is co-founder of the Interdisciplinary Social Justice Seminar, at the University of Haifa and the University of Maryland schools of social work. Previously, she was the director of the University of Haifa academy-community partnership and served in advocacy and management positions for social programmes serving diverse populations.
