Citizens un-interrupted: Practices of inclusion by mental health service users

ABSTRACT

Inclusion, participation, and the recognition as being an equal is important for the well-being and resilience of all citizens. The notion of homo occupacio describes the persona of the citizen as the self-directed, self-initiated occupational human who takes possession of his or her world through a repertoire of occupations located within the rules and norms of society. For those in society who have been labelled with a psychiatric diagnosis, the ability to participate and exercise the rights and responsibilities as citizens can be conditional, often interrupted and, at times, denied. Once labelled, service users report that they are regarded as the marginalised and excluded immanent Other; their status is then relegated to subject rather than citizen and political actor. Thus positioned on the margins of the democratic processes of the state, service users enter the state of exception as homo sacer, regarded as the outcast, the banned and dangerous Other, whereby the personal power of the citizen no longer seems to hold. This paper presents service users’ stories of distressing exclusion that interrupted their rights to occupational justice, and marginalised them from occupation. The paper also presents the practices of inclusion that service users engaged in that restored their rights and responsibilities as occupied and active citizens. The successful stories of inclusion are framed within one of Isin’s four domains of his citizenship theory: the extent of citizenship, and the rules and norms of inclusion and exclusion.

La integración, la participación y el reconocimiento como factores de igualdad son importantes para el bienestar y la capacidad de adaptación de todos los ciudadanos. La noción de homo occupacio describe la imagen del ciudadano como una persona autodirigida y autoiniciada en el ámbito ocupacional que tiene control sobre su mundo mediante un repertorio de ocupaciones ubicadas entre normas y leyes de la sociedad. Para aquellos en sociedad quienes han sido etiquetados con un diagnóstico psiquiátrico, la habilidad para participar y ejercitar los derechos y responsabilidades como ciudadanos podría ser condicional, a menudo interrumpida y a veces, denegada. Una vez etiquetados, los usuarios de servicios declaran que se sientes marginados y excluidos como el Otro inmanente; su estado es relegado como sujeto en vez de ciudadano o actor político. Por lo tanto, posicionados al margen de los procesos democráticos del estado, los usuarios de servicios entran al estado de excepción como homo sacer, considerados como marginados, el restringido y peligroso Otro, a quien el poder personal como ciudadano ya no parece albergar. Este estudio presenta las historias de los usuarios de servicios acerca de la inquietante exclusión que interrumpe sus derechos de justicia ocupacional y los marginaliza de caras a la ocupación. Este estudio también presenta las prácticas de integración que los usuarios de servicios para favorecer la restauraración de sus derechos y responsabilidades en sus actividades como ciudadanos activos. Las historias de integración con éxito están enmarcadas en uno de los cuatro dominios de Isin en su teoría de la ciudadanía: la exención de ciudadanía, las normas y leyes de la integración y la exclusión.
