An occupational perspective of poverty and poverty reduction

ABSTRACT

Poverty is a complex problem with diverse interdependencies. Effective poverty reduction requires new ways of thinking about poverty and innovative programs to reduce its impact on people, communities and the environment. To date, a mix of economic, social structural, capabilities and learning perspectives have been applied to understanding poverty and planning strategies to expedite its reduction. We propose that inclusion of an occupational perspective will foster deeper understanding of the causes of poverty and its impact on people and communities. To that end, we introduce the SEED-SCALE, a novel theoretical framework designed to bring about social change. We argue that it is inherently occupation-focused and highly appropriate for poverty reduction programs, as it uses human energy (i.e. what humans do) to generate community and global solutions.

La pobreza es un problema complejo que reviste diversas interdependencias. Su reducción efectiva requiere el uso de perspectivas y la implementación de programas innovadores que apunten a disminuir su impacto en las personas, las comunidades y el medio ambiente. Hasta ahora se ha aplicado una combinación de perspectivas —económicas, sociales, estructurales—así como habilidades y aprendizajes destinadas a comprender la pobreza, incorporando estrategias de planificación que hagan posible agilizar su reducción. Los autores del presente artículo proponen incluir un elemento adicional, la perspectiva ocupacional, debido a que la misma permite profundizar la comprensión de las causas de la pobreza y su impacto en personas y comunidades. Con este fin presentan un marco teórico innovador, el SEED-SCALE, orientado a impulsar la transformación social. Asimismo, argumentan que dicho marco se centra inherentemente en la ocupación, siendo sumamente pertinente su aplicación en programas de reducción de la pobreza, ya que aprovecha la energía humana (es decir, lo que hacen los seres humanos) para generar soluciones a nivel comunitario y mundial.
