Care, chaos et cosmos: les refrains territoriaux de l’appartenance des réfugiés

ABSTRACT

Where do refugees belong? Who is responsible for the safety, welfare and happiness of migrants seeking refuge? And what constitutes a ‘right and proper’ response to refugee migration? In this paper, I explore one civic organization’s approach to answering these questions. LocalHouse is a volunteer organisation that provides support to refugees arriving in Wattle City, Australia. The aim, for LocalHouse, is not only to overcome the ‘barriers’ to settlement, but to develop a sense that one belongs in the city. Elaborating Deleuze and Guattari’s notion of the ‘refrain’ as a territorial assemblage, I chart how LocalHouse produces a historically and geographically contingent form of care as a territorial force in the city. Particular working arrangements of care are made more or less possible through LocalHouse-as-refrain, which centre around their ethos of ‘friendship-based support’. Understanding refugee resettlement in this way, we can see it is not about absorbing difference into an already existing social body, but something significantly more processual, dynamic and iterative. It involves establishing a provisional space, through repeated movements and expressive marks, in which particular ways of understanding, doing and feeling care are sustained.

¿A dónde pertenecen los refugiados? ¿Quién es responsable de la seguridad, el bienestar y la felicidad de los migrantes que buscan refugio? ¿Y qué constituye una respuesta ‘correcta y adecuada’ a la migración de refugiados? En este artículo, exploro el enfoque de una organización cívica para responder estas preguntas. LocalHouse es una organización de voluntarios que brinda apoyo a los refugiados que llegan a Wattle City, Australia. El objetivo, para LocalHouse, no es solo superar las ‘barreras’ al asentamiento, sino desarrollar un sentido de pertenencia a la ciudad. Al elaborar la noción de Deleuze y Guattari del ritornelo como un ensamblaje territorial, trazo cómo LocalHouse produce una forma de cuidado histórica y geográficamente contingente como una fuerza territorial en la ciudad. Los arreglos laborales particulares de cuidado se hacen más o menos posibles a través de LocalHouse-como-ritornelo, que se centra en su espíritu de ‘apoyo basado en la amistad’. Entendiendo el reasentamiento de refugiados de esta manera, podemos ver que no se trata de absorber la diferencia en un cuerpo social ya existente, sino de algo significativamente más procesual, dinámico e iterativo. Se trata de establecer un espacio provisional, a través de movimientos repetidos y marcas expresivas, en el que se sustentan formas particulares de entender, hacer y sentir el cuidado.

Les réfugiés, où appartiennent-ils ? Qui est responsable pour la sécurité, le bien-être et le bonheur des migrants demandeurs d’asile ? Et que constitue une réponse « juste et appropriée » à la migration des réfugiés ? Dans cette communication, j’explore l’approche choisie par une organisation civique pour répondre à ces questions. LocalHouse est une organisation bénévole qui apporte de l’aide aux réfugiés nouvellement arrivés à Wattle City, en Australie. Le but de LocalHouse est non seulement de surmonter les « barrières » de l’installation, mais aussi de développer le sentiment de faire partie de la ville. En développant la notion du « refrain » de Deleuze et Guattari comme un assemblage territorial, je dépeins la manière dont LocalHouse produit une forme contingente de care historique et géographique en tant que puissance territoriale dans la ville. Des modalités de travail particulières pour le care sont rendues plus ou moins possibles au travers de LocalHouse-comme-refrain et s’articulent autour de leurs philosophies de « soutien fondé sur l’amitié ». En interprétant la réinstallation des réfugiés de cette façon, nous pouvons voir que cela ne concerne pas seulement l’absorption des différences dans un corps social déjà en existence, mais quelque chose de nettement plus processuel, dynamique et itératif. Cela implique la mise en place d’un espace provisoire, au travers de mouvements et de marques d’expression répétés, dans lequel des façons particulières pour comprendre, prodiguer et ressentir le care sont maintenues.
