1 The yearly conference of the European Group of Public Administration (EGPA) took place from 1 to 4 September 2004 in Ljubljana (Slovenia). The research workshop had the topic ‘Administrative Modernization in Local Government: Understanding and Interpreting Local Government Reforms’ (convenors: Isabella Proeller and Christoph Reichard). About ten researchers from five countries presented their papers, the following four have been selected for publication.
