Shackling the Leviathan: balancing state and society powers against corruption

ABSTRACT

Based on the relationship between the powers of the state and society, this paper aims to identify the democratic components that positively and significantly impact the perception of corruption results. The public administration and theoretical economics references focus on the themes of state, society, institutions, democracy, governance, and corruption. This investigation is a quantitative regression study based on multivariate panel data of 14 years covering 164 countries. The paper’s main contribution is the identification of scientific evidence that democratic levels related to the functioning of government and political participation have a positive and significant impact on the perception of corruption.

Welles M. Abreu received his PhD (2017) in Administration from the University of Brasília, and he is a Post Doctorate candidate in Public Administration from Getulio Vargas Foundation. He has professional experience focused on public budgeting, government planning, strategic management, organizational modernization, people management, institutional development, combating corruption and money laundering, information systems management, fiscal transparency, external resource management, civil society engagement, and audit focused on risk management. Ricardo C. Gomes received his PhD degree in Public Management from Aston Business School (UK) (2003). He is Adjunct Professor at Getulio Vargas Foundation working both on undergraduate and pos-graduate courses, supervising Master and Doctoral students. His research interest is in strategic management for public organizations and covers strategic plan, performance management, and stakeholder analysis. He is the VP for Latin America and Caribe at the International Research Society for Public Management - IRSPM. He is the adjunct editor for Revista de Administracao Publica (RAP). He serves the Editorial Board of the following scientific journals: Public Management Review (PMR), International Journal of Public Sector Management (IJPSM), Finance and Accountability Management (FAM), Organizacoes & Sociedade (O&S) and Revista do Servico Publico (RSP).
