Globalising Security Culture and Knowledge in Practice: Nigeria's Hybrid Model

Abstract

Public police around the world share certain occupational commonalities, but this does not represent a globalising security culture. Certain norms may appear to facilitate a less ambitious internationalist or transnational culture by modifying police behaviour through processes of socialisation and internalisation, but they do so for instrumental, rather than intrinsic reasons and are limited in their effects. The experience of the Nigeria Police (which is both the target of, and a contributor to, the transnational rescue industry) makes this explicit. This article emphasises the extent to which Nigeria's commitment to the UN policing operations commonly thought to encapsulate a globalising culture is outweighed by domestic concerns. More significantly, the Nigeria Police's distinction between domestic and international practice exemplifies the ways in which intermediary states in the South construct, exercise, and validate hybrid forms of security knowledge. Distinguishing between utilitarian and theoretical forms of knowledge provides an analytical tool for understanding the pragmatic and flexible practices that result.

La policía pública alrededor del mundo comparte ciertas similitudes ocupacionales, pero esto no representa una cultura de seguridad global. Ciertas normas pueden aparecer como para facilitar a una cultura internacionalista o trasnacional menos ambiciosa, al modificar el comportamiento de la policía a través de procesos de socialización e internacionalización, pero lo hacen por razones instrumentales en vez de intrínsecas y están limitadas en sus efectos. La experiencia de la policía de Nigeria (que es a su mismo tiempo un blanco y un contribuidor a la industria del rescate trasnacional) lo hace explícito. Este artículo enfatiza el nivel del compromiso de Nigeria con las operaciones de vigilancia de la ONU, comúnmente conocido por compendiar una cultura global, está superado por los asuntos domésticos. De mayor importancia, la distinción de la policía de Nigeria entre las prácticas domésticas e internacionales, ilustra las formas en que los estados intermediarios en el sur construyen, ejercen y validan las formas híbridas del conocimiento sobre la seguridad. La distinción entre las formas utilitarias y teóricas del conocimiento, proveen una herramienta analítica para entender el resultado de las prácticas pragmáticas y flexibles.

世界各地的警察部门都有某些职业共性，但是这不代表一种全球化的安保文化。某些规范通过一些社会化和国际化的过程调整了警察行为，可能显得似乎促进一个不太野心勃勃的国际主义或者跨国文化，但它们这么做是为了起重要作用而非固有的、自身作用有限的理由。尼日利亚警察部门（它既是跨国救援业的目标也是一个贡献者）的实践经验凸显了这点。这篇文章强调在多大程度上尼日利亚的国内影响超过了通常被认为装入全球化文化的、对于联合国警察部门运作的承诺。更为重要的是，尼日利亚警察部门国内、国际实践间的差别例证了南方国家的协调国建构、运用以及使混合的安全知识形式生效的方式。对知识的功利形式和理论形式的区分，提供了理解这种实用、灵活的实践结果的分析工具。

세계의 공공 경찰은 어떤 직업적 공통점을 지니지만, 이것이 세계화하는 안보 문화를 보여주는 것은 아니다. 어떤 규범들은 사회화와 국제화 과정을 통하여 경찰 행동을 수정함으로써 덜 야심적인 국제주의적 혹은 초국가적 문화를 촉진시키는 것으로 보일 수도 있다. 그러나 그들은 본질적인 이유보다 도구적인 이유로 그렇게 하기 때문에 효과가 제한적이다. 나이지리아 경찰(초국적 구조 산업의 목표이자 기여자인)의 경험이 이러한 점을 분명하게 보여준다. 이 논문은 세계화하는 문화로 요약되는 나이지리아 경찰의 UN 경찰활동 가담은 국내적 관심에 의해서 과도하게 평가되었다는 것을 강조한다. 더 중요하게 나이지리아 경찰이 국내적 활동과 국제적 활동을 구분하는 것이 남반부의 중재자 국가들이 하이브리드 형태의 안보 지식을 만들고, 사용하고 또 인증하는 방식을 예시한다. 공리주의적 지식과 이론적인 지식의 구분이 실용적이고 유연한 활동을 이해하는 분석적 수단을 제공한다.
