Niki Davis led the pioneering work with the VSC at Exeter, supported by Paul Thornton, who implemented its design and developed it technically. Members of the Exeter Telematics for Teacher Training (T3) team helped evolve the initial design by working with the early courses in order to develop the pedagogy.
