Marginal abatement cost of pollutants for China: A nonparametric approach

ABSTRACT

Previous studies have not estimated the abatement costs of pollutants related to energy use for China. Hence, this paper attempts to fill this gap by using a slacks-based measure based on Data Envelopment Analysis framework for regional economies of China. We develop the dual model of slack-based measure to estimate the abatement costs of three pollutants, specifically carbon dioxide, sulfur dioxide, and Chemical Oxygen Demand. The results show that the marginal abatement cost of pollutants decreased from 2001 to 2005 but then, starting in 2006, it began to increase. Finally, some policy suggestions for an emissions trading scheme are also presented.
