Rethinking off-grid rural electrification in the Philippines

ABSTRACT

The shift towards a private-sector-led electrification program in the Philippines influenced the off-grid renewable energy program of the country to accommodate businesses to the sector. While the off-grid sector was traditionally provided with heavy subsidy, the private sectors’ foray into the usually remote and conflict-affected areas created some problems. The Department of Energy provided policy support and enticed the private sector to participate in the program by providing varying degrees of subsidies. Issues became apparent as the electrification program aimed for rural development became a mere household lighting project to achieve the Department’s pressing target to provide electricity to all villages. Rethinking ways to deliver electricity services should be taken to include a shift towards an electricity regime for total community development.
