This contribution introduces a new occasional section in Police Practice and Research under the heading “Reflections”. I am very pleased to initiate these “Reflections” with an “Oration” presented on behalf of Professor Clifford Shearing by Professor Scott Burris at the Second International Conference on Public Health and Law Enforcement in Amsterdam in September 2014. Professor Scott Burris of Temple Law School, Philadelphia, PA, USA also responded to the Oration. Professor Burris's Response follows the Oration.
