Structural equation model (SEM) of the factors affecting sustainable procurement for construction work

Abstract

This study is part of a large study entitled the development of a framework for sustainable procurement of construction works. The purpose of this study is to identify the important factors that influence the implementation of sustainable procurement of construction works. The method used in this study is a questionnaire survey method with a Likert scale involving government procurement experts and public construction service procurement practitioners to obtain the relationship between factors and the potential success of implementing sustainable procurement of construction works. To obtain this relationship, PLS-SEM multivariate analysis was used. The results of the analysis show that the procurement process is influenced by the procurement organization and sustainable procurement policies and strategies. Sustainable procurement policies and strategies are influenced by sustainable procurement fundamentals. So, it can be concluded that the successful implementation of sustainable procurement of construction works is influenced by the fundamentals of sustainable procurement, sustainable procurement policies and strategies, procurement organization, and sustainable procurement processes.

Y Messah is a Ph.D. in the Civil Engineering Study Program, Faculty of Civil and Environmental Engineering, Bandung Institute of Technology. She is currently completing her research dissertation on the development of a sustainable procurement framework for construction works in Indonesia. She is a lecturer at the University of Nusa Cendana and is currently enrolled in the Civil Engineering doctoral program at the ITB's Faculty of Civil and Environmental Engineering.

R. Wirahadikusumah

R Wirahadikusumah is a professor of Civil Engineering and has research interests in infrastructure management systems, safety in construction, sustainable construction, and construction procurement. She had contributed to the development of the construction industry in Indonesia through her participation in the National Construction Services Board and by assisting the Ministry of Public Works to implement the performance-based contract for road construction in Indonesia. She is currently the chancellor of Institut Teknologi Bandung.

M. Abduh

M Abduh is an associate professor in Civil Engineering and has been interested in conducting research in construction productivity, construction supply chains, lean construction, ICT applications in construction, procurement, infrastructure management, and green and sustainable construction. He is also very active in assisting the Ministry of Public Works, especially the Directorate General of Construction Development. He has contributed to the development of government policies in implementing sustainable construction and construction supply chain management and is currently the vice chancellor for Finance, Planning, and Development at Institut Teknologi Bandung.
