Elise Rousseau is a second year Masters student in International Relations at the Catholic University of Louvain, where she is writing a dissertation on ‘The Influence of Sun Tzu on Chinese Foreign Policy’. In 2013, she worked as an intern for the Centre d’étude des crises et des conflits internationaux (CECRI) of the Catholic University of Louvain, where she researched peacekeeping operations in Sub-Saharan Africa.

1 It is worth noting, however, that, unfortunately, practice and theory fail to agree on this matter, as currently a PMC agent arrested in a country party to one of these conventions could be prosecuted not only for national crimes, but also for mercenarism (Doswald-Beck Citation2007).
