Reimaging a post-conflict country through events – lessons from Northern Ireland

ABSTRACT

War can have an instant and far-reaching negative effect on the image of a country. Gilboa [(2006). Public diplomacy: The missing component in Israeli’s foreign policy. Israel Affairs, 12(4), 715–747] discusses how a country involved in a prolonged violent conflict will acquire an undesirable, hard image that has to be softened. To try and achieve this, an increasing number of governments have, or are considering including events as part of their post-conflict recovery strategy. This paper focuses on Northern Ireland and how it has strategically used major events as a policy tool to help remove stereotypical images of its troubled past. The paper also highlights the risks of using events in a post-conflict environment. The authors recommend that if a government of a post-conflict country does decide to invest in events for reimaging purposes, it must do so with caution. Events and the media attention they attract help project the image of the place. However, if there are still political tension and entrenched problems within the country, then a negative image may be portrayed.

RESUMEN

La Guerra puede tener un efecto negativo instantáneo y trascendental en la imagen de un país. Gilboa (2006) analiza como un país envuelto en un conflicto violento prolongado adquiere una imagen dura no deseable que debe ser atenuada. Para intentar y lograr esto un creciente número de Gobiernos han incluido, o considerado incluir, eventos como parte de su estrategia de recuperación post-conflicto. Este trabajo se enfoca en Irlanda del Norte y cómo ha utilizado estratégicamente eventos muy importantes como herramienta política para ayudar a eliminar imágenes estereotipadas de su problemático pasado. Este trabajo también destaca los riesgos de utilizar los eventos en un entorno post-conflicto. Los autores recomiendan que si un Gobierno de un país post-conflicto decide invertir en eventos con propósitos permanentes debe hacerlo con precaución. Los eventos y la atención de los medios que provocan ayudan a proyectar la imagen del lugar. Sin embargo, se puede mostrar una imagen negativa si hay todavía tensión política y problemas enquistados en el país.

La guerre peut avoir un effet négatif très significatif et immédiat sur l'image d'un pays. Gilboa (2006) analyse la manière dont un pays qui a connu un conflit violent pendant longtemps peut avoir une image négative indésirable qui doit être neutralisée. Pour y parvenir, beaucoup de gouvernements ont inclus ou envisagent d'inclure des événements dans l’arsenal de stratégies de développement post-conflit. Cet article se concentre sur l'Irlande du Nord et la façon dont il a utilisé stratégiquement les événements majeurs comme instrument politique susceptible de contribuer à effacer des images stéréotypées de son passé des violences. Cette étude souligne également les risques liés à l'utilisation d'événements dans un contexte post-conflit. Les auteurs font remarquer que si un gouvernement d'un pays qui sort des conflits décide d'investir dans des événements à des fins de redressement de son image, il doit le faire avec prudence. Les événements et l'attention médiatique qu'ils attirent aident à projeter l'image du lieu. Néanmoins, s’il y a toujours des tensions politiques dans le pays et des problèmes qui en découlent, cela peut plutôt renforcer l’image négative.
