Abstract
Martin Pelucha argues that a more congruent approach is needed to understand processes of crossborder co-operation, and short-term ‘opportunistic’ funding should be directed towards eliminating structural co-operation barriers, allowing ‘true’ bottom-up collaboration to emerge in the longer run.
