Abstract
Universal health coverage is included in the Sustainable Development Goals as one of the targets and is being advanced by the World Health Organization as an important concept. This paper proposes seven parameters to be considered when designing evaluations and assessments of universal health coverage and argues that unlike Millennium Development Goal monitoring that emphasized mostly supply-side estimates, both supply-side and demand-side perspectives should be included in evaluating Target 3.8.The supply-and-demand sides of health services offer complementary and important perspectives that should be included in evaluations.
