Radiologic team performance index: A new paradigm in KPI evaluating radiology examination volumes department performance: Results of Sicilian regional healthcare system survey

ABSTRACT

Background: Efficient management of Radiologic Operative Units (ROU) because population health needs increase while healthcare systems provide less resources expendable in technologies and employee.

Purpose: Create a Key Performance Indicator (KPI) defined Radiologic Team Performance Index (RTPI) able to compare the activity and efficiency of ROU operating under different environments and with different resources.

Methodology/Approach: A survey was conducted in Sicilian Public Healthcare System on behalf of Sicilian Group of Italian Society of Medical Radiology (SIRM) for a total of 63 investigated ROU. Obtained informations concern workforce, emergency care organization, technologies available and radiologic examination volumes.

Results: Investigated ROU demonstrated that, according to best practices, while professionals were correctly performing their institutional due activity, available technologies were generally used for less of 50% of thier operative capacity, pointing to a big issue due to the mismatch between machines and professionals using them. Lastly RTPI was calculated with a mean result, per district, of at least nine points.

Conclusion: The RTPI demonstrates its usefulness in ROU activity evaluation facilitating facilitate comparisons between them.

Practice Implications: Regional Healthcare decision-makers should take into account obtained information during territorial radiology network planning and resources allocation.

Placido Romeo is Adjunct Professor at the School of Specialization in Medical Imaging, Faculty of Medicine and Surgery, University of Messina, Italy. He is lead or co-author of over 30 scientific publications, including scientific articles in national and international journals and reports of the National Society of Health Technology Assessment (Age.na.s). He also contributed to work papers of the Italian Society of Radiology. He has given many lectures and conferences in Italy. He is Director of Radiologic Department of Taormina Hospital, ASP Messina and Board member of the Ethics and Forensic Radiology Study Section of the Italian Society of Radiology. Dr. Romeo specializes in diagnostic imaging with particular interest in Interventional Radiology, HTA, Oncologic Radiology, Management in Radiology and Medical Imaging Informatics with regard to Computed Decision Support Systems.

Giuseppe Lo Re is Adjunct Professor at the School of Specialization in Medical Imaging, Faculty of Medicine and Surgery, University of Palermo, Italy. After graduating in Medicine and Surgery in 2002, Dr. Lo Re completed his specialization in Radiology in 2006, and in 2011, gained his PhD from the University of Palermo. He is lead or co-author of 266 scientific publications, including 18 book chapters and 60 scientific articles in national and international journals. He has given many lectures and conferences all over the world and has been awarded numerous research awards by European Society of Radiology, European Society of Gastrointestinal and Abdominal Radiology, and the Radiological Society of North America. He is Board member of the Abdominal Radiology and Gastroenterology Study Section of the Italian Society of Radiology. He has contributed actively to the formation of around 300 of specialists in Radiology working in his Hospital. Dr. Lo Re specializes in diagnostic imaging with particular interest in inflammatory bowel disease, abdominal oncology, Medical Imaging Informatics, Forensic Radiology.

Roberto Cester is Senior Business Intelligence Consultant for Sicilia Sistemi Tecnologie srl, a Dedalus SpA group company. After graduating in Business Administration in 1992, Dr. Cester worked for 20 years in the Health sector as CIO, CFO, Quality Assurance Manager, and CEO of a Private Hospital, involved in resources management allocation, planning and forecasting, and development of the Hospital Information System. From 2007 to 2011, he held the position of eHealth Account Manager for ‘Sicilia e Servizi SpA’ a technology partner of Sicily Region designing and managing solutions to support regional governance initiatives and participated in the creation of infrastructure and computer systems. He is involved in the development of Decision Support Systems (DSS) based on business intelligence solutions and dynamic simulation modeling.

Dario Picone is PhD at Medical Imaging, Faculty of Medicine and Surgery, University of Palermo, Italy. After graduating in Medicine and Surgery in 2011, Dr. Picone completed his specialization in Radiology in 2017. He is lead or co-author of 35 scientific publications, including 5 book chapters and 15 scientific articles in national and international journals. He has given many lectures and conferences all over the world and has been awarded numerous research awards by European Society of Radiology, European Society of Gastrointestinal and the Radiological Society of North America. He is a reviewer for BJR, BJRCR, and EURORAD. He specializes in diagnostic imaging with particular interest in inflammatory bowel disease, abdominal oncology, Medical Imaging Informatics, Forensic Radiology, MRI, Liver diseases, and Prostate cancer.

Davide Matteo Di Mauro is part of Radiology Department Taormina Hospital, ASP Messina. After graduating in Medicine and Surgery in 2002, Dr. Di Mauro completed his specialization in Radiology in 2006. He is co-author of five scientific publications, including scientific articles in national and international journals. He has given many lectures and conferences in Italy. Dr. Di Mauro specializes in diagnostic imaging with particular interest in Vascular CT and MRI, Cardiac MRI, Management in Radiology and Medical Imaging Informatics with regard to Computed Decision Support Systems.

Giambattista Privitera is component of Radiology Department Vittorio Emanuele Hospital, AOU Vittorio Emanuele Policlinico, Catania. After graduating in Medicine and Surgery in 2005, Dr. Privitera completed his specialization in Radiology in 2009. He is co-author of two scientific publications, including scientific articles in international journals. He has given several lectures and conferences in Italy. Dr. Privitera specializes in diagnostic imaging with particular interest in Interventional Radiology and Management in Radiology.

Sergio Salerno is Associate Professor of Radiology, Faculty of Medicine and Surgery, University of Palermo, Italy from 2007. After graduating in Medicine and Surgery in 1992, Dr. Salerno completed his specialization in Radiology in 1996. In 1999, he was Research fellow in the Diagnostic Radiology Department – St George’s Hospital London, UK. From 2000, he is Doctor in Research (Italian PhD) in Radiology in Oncology. He is lead or co-author of 221 scientific publications, including 6 book chapters and 85 scientific articles in national and international journals. He was also a speaker in 74 national and international conference. He is Chairmen of the Section of Radiation Protection and Radiobiology of the Italian Society of Radiology and Editorial Board member of Radiologia Medica and Journal of Cardiology and Therapy, He specializes in diagnostic imaging with particular interest in Interventional, Pediatric Radiology, and Radiology in Oncology.

He is Director of Department of Radiology of the University of Palermo and member of University Administration Board of Palermo. He is also member of Italian Society of Radiology (SIRM) board. He is lead or co-author of more than 500 scientific publications, including book chapters and scientific articles in national and international journals. He has given many lectures and conferences all over the world and he has been awarded numerous research awards by European Radiological Societies and the Radiological Society of North America. He has contributed actively to the formation of specialists in radiology working in his hospital.
