The Variegated Economics and the Potential Politics of the Smart City

Abstract

The smart city discourse has gained increasing popularity within contemporary cities across the globe, mobilizing powerful economic actors and hegemonic public–private coalitions. This article argues that, in spite of the common wisdom within critical urban scholarship looking at the smart city as a policy framework aligned with the interests of powerful private and public actors such as multinational corporations and the state, the smart city model of local economic regeneration and governance goes beyond this, nurturing a process of capitalist variegation, which comprises multinational high-tech firms but is not limited to them. Thanks to its adaptability, the smart city narrative can be applied to a variety of strategies of economic revitalization, as showed by the case of Turin in Italy analysed here: a constellation of initiatives including start-up innovative firms, infrastructure projects and the social economy. The article argues that this variegated economics of the smart city offers still unexplored opportunities for a ‘potential politics’ of smart urbanism, aimed at appropriating the gains of technology for a future of urban social justice.

El discurso sobre las ciudades inteligentes es cada vez más habitual en las ciudades actuales de todo el mundo, y es capaz de movilizar a poderosos actores económicos y coaliciones hegemónicas entre el sector público y privado. En este artículo se argumenta que, pese a la idea compartida en la crítica erudición urbana donde se considera que la ciudad inteligente es un marco político alineado con los intereses de poderosos actores públicos y privados, tales como las corporaciones multinacionales y el Estado, el modelo de la ciudad inteligente para la regeneración y gobernanza económicas locales va más lejos, alimentando un proceso de multiplicidad capitalista que consta de empresas multinacionales de alta tecnología sin limitarse a ellas. Gracias a su adaptabilidad, la narrativa de la ciudad inteligente puede aplicarse a un abanico de estrategias de revitalización económica, tal como se muestra en el caso de Turín, Italia, que se analiza aquí: un conjunto de iniciativas que incluyen la creación de empresas innovadoras, proyectos de infraestructura y la economía social. En el artículo se argumenta que esta economía variada de la ciudad inteligente ofrece oportunidades todavía sin explorar para una “política del potencial” de urbanismo inteligente, cuya finalidad es apropiarse de las ganancias de la tecnología para un futuro de justicia social urbana.

智慧城市的论述，已逐渐在全球的当代城市中盛行，并动员了强而有力的经济行动者与霸权式的公—私联盟。本文主张，儘管批判的城市学术研究有着普遍的共识，将智慧城市视为与诸如跨国企业及国家之强而有力的私人及公共行动者的利益结盟的政策框架，但地方经济復甦及治理的智慧城市模型，实则超出上述看法，培养了资本主义多样化的进程，其中包含了跨国高科技企业，但并不仅限于此。拜其可调适性所赐，智慧城市的叙事，得以运用至各种经济復甦的策略中，如同本文分析的意大利图林的案例，即为各种创始行动的群集，包含新成立的创新公司、基础建设计画，以及社会经济。本文主张，智慧城市的多样经济，为智慧城市主义的“潜在政治”，提供了仍未被探索的机会，旨在运用科技的获益，创造城市社会公义的未来。

Résumé

Le discours au sujet de la ville intelligente a prêté de plus en plus d'attention au sein des villes contemporaines partout dans le monde, mobilisant des acteurs économiques puissants et des coalitions public-privé hégémoniques. Cet article affirme que, malgré les idées reçues dans la recherche critique en science urbaine qui considère la ville intelligente comme un cadre de politique aligné sur les intérêts des acteurs privés et publics puissants, tels les societés multinationales et l’État, le modèle de la ville intelligente axé sur la relance économique et la gouvernance locales va plus loin en nourrissant un processus de diversification capitaliste qui comprend des entreprises multinationales à la pointe de la technologie, sans s'y limiter. Grâce à sa souplesse, on peut appliquer la narrative de la ville intelligente à une série de stratégies de revitalisation économique, comme le montre le cas de Turin en Italie, analysé ici: une pléiade d'initiatives, y compris des entreprises innovatrices en démarrage, des projets d'infrastructure et l’économie sociale. L'article affirme que l’économie diversifiée de la ville intelligente offre de nouvelles possibilités, jusqu'ici inexplorées, en faveur d'une ‘politique du potentiel’ de l'urbanisme intelligent qui cherche à affecter les gains de la technologie pour une future justice sociale urbaine.
