Territories in contestation: relational power in Latin America

ABSTRACT

Territories in contestation: relational power in Latin America. Territory, Politics, Governance. Situated in geography’s recent territorial (re)turn, and drawing on Latin American theory and research, this paper examines the relational and contested nature of territories and territorial praxis. Engaging with contemporary literatures, we note the centrality of power to territory. However, as we explore in this paper, many analyses of power are too simplistic, with a latent attachment to sovereignty which can marginalize counter-hegemonic territorial politics. To combat this we explore two conceptions of power, as found in open and autonomist Marxism – poder (understood as power over) and potencia (understood as power to) – and how they function territorially. While such an understanding of power frames the complex production of territories, it is important to also reflect on how movements intervene in producing their own territories. Accordingly, the paper examines the territorial struggles of the Zapatistas, and, drawing from original research, explores how territorial ideas operate in everyday contexts in Buenos Aires, Argentina. Across these examples the paper illustrates the potential of ‘territories in resistance’, but also engages in how these are also contested. Led by our cases we emphasize the relational and contested construction of territory, ultimately developing a more nuanced understanding of territory and territorial praxis.

争夺中的领土：拉丁美洲的关系性权力。Territory, Politics, Governance. 本文座落于晚近（重新）转向领土的地理学之中，并运用拉丁美洲理论及研究，检视领土和领土实践的关系性与争夺本质。我们涉入当代的文献，指明权力之于领土的核心性。但如同我们于本文中的探讨指出，诸多有关权力的分析都过分简化，并对主权有着潜在的依附，故可能边缘化反抗霸权的领土政治。为了对抗此一问题，我们探讨开放且自主的马克思主义中的两个权力概念——poder（理解为权力）以及potencia（理解为权能）——以及它们如何以领土的方式运作。当此般对权力的理解架构领土的复杂生产时，反思运动如何透过生产自身的领土进行介入亦同等重要。本文于是检视萨帕塔民族解放运动的领土争夺，并运用原初的研究，探讨领土概念如何在阿根廷布宜诺斯艾利斯的日常生活脉络中运作。本文横跨这些案例，描绘出“反抗中的领土”之潜能，但也涉入这些案例是如何同时受到争夺的。我们由自身的案例引领，强调关系性与争夺的领土建构，最终发展一个对领土及领土实践更为细緻的理解。

RÉSUMÉ

Territoires en contestation: pouvoir relationnel en Amérique latine. Territory, Politics, Governance. Située dans la récente restitution territoriale géographique, et s'inspirant de théories et de travaux de recherche en Amérique latine, la présente communication examine la nature relationnelle et contestée des territoires et des pratiques territoriales. L'examen de documents contemporains révèle le rôle central du pouvoir sur le territoire, mais au fur et à mesure que nous approfondissons cette communication, nous comprenons que de nombreuses analyses sont trop simplistes, avec un attachement latent à la souveraineté susceptible de marginaliser la politique territoriale anti-hégémonique. Pour le combattre, nous explorons deux conceptions du pouvoir, déjà présentes dans le marxisme ouvert et autonomiste – poder (autrement pouvoir sur) et potencia (pouvoir de), et leur application au niveau du territoire. Bien que cette compréhension du pouvoir encadre la production complexe des territoires, il est important de se pencher également sur la façon dont ces mouvements interviennent pour la production de leurs propres territoires. De ce fait, cette communication examine les luttes territoriales des Zapatistas, et, en se basant sur une recherche originale, se penche sur la façon dont des idées territoriales trouvent une application dans des contextes ordinaires à Buenos Aires, en Argentine. Par le biais de ces exemples, la communication illustre le potentiel de « territoires en résistance », et se penche sur la façon dont ceux-ci sont contestés. En suivant nos cas examinés, nous mettons l'accent sur la construction relationnelle et contestée du territoire, en finissant par développer une connaissance plus nuancée du territoire et de la pratique territoriale.

RESUMEN

Territorios en disputa: el poder relacional en Latinoamérica. Territory, Politics, Governance. Ubicados en el reciente retorno o cambio territorial de la geografía y a partir de la teoría y la investigación latinoamericanas, en este artículo analizamos la naturaleza relacional y cuestionada de los territorios y la praxis territorial. Teniendo en cuenta la bibliografía contemporánea, observamos la centralidad del poder al territorio. Sin embargo, en nuestra investigación para este artículo observamos que muchos análisis de poder son demasiado simplistas, con una conexión latente a la soberanía que puede marginar la política territorial contrahegemónica. Para solucionar este problema, examinamos dos concepciones de poder, que hallamos en un marxismo abierto y autonomista: poder (entendido como el poder sobre otros) y potencia (entendido como el poder de hacer algo), e investigamos cómo funcionan territorialmente. Si bien tal comprensión del poder enmarca la compleja producción de los territorios, también es importante reflexionar en cómo intervienen los movimientos en la producción de sus propios territorios. En consecuencia, en este artículo analizamos las luchas territoriales de los zapatistas y, basándonos en la investigación original, exploramos cómo funcionan las ideas territoriales en los contextos diarios de Buenos Aires, Argentina. Con estos ejemplos, ilustramos el potencial de los ‘territorios en resistencia’, pero también estudiamos cómo estos son cuestionados. A partir de nuestros casos, ponemos de relieve la construcción relacional y cuestionada de territorio y al final desarrollamos una comprensión más exhaustiva de territorio y praxis territorial.
