Life covers, risk and security — anthropological perspectives of social insurances: a case study from Namibia

 

Abstract

With the end of apartheid in Namibia, private insurance companies opened their product range to what they call the “black market.” The increased demand for social insurance is not only because of a lack of security and state-provided welfare programmes but also because of the attractiveness of the products: they allow for merging individual provision with social obligations. With rising incomes, life cover has become more affordable and is mostly taken out as pure term life policies, due for payout only after the death of the policyholder. Since the contracts may involve high payout amounts, companies advise their customers to sign a testament to settle the estate in good time. However, neither insurance companies nor brokers are adequately familiar with the provisions of the prevailing customary laws of inheritance for Namibia’s many cultural groups. This article investigates the role of insurance brokers and the cultural appropriation of formal insurance as a means of safeguarding the future of the living and the dead.

Com o fim do apartheid na Namíbia, as companhias privadas de seguro abriram sua gama de produtos para o que chamam de “mercado negro.” O aumento da demanda por seguro social não se deve apenas à falta de segurança e de programas de bem-estar fornecidos pelo Estado, mas também à atratividade dos produtos: eles permitem fundir o provimento individual com as obrigações sociais. Com o aumento da renda, a cobertura de vida tornou-se mais acessível e é contratada principalmente como puro seguro de vida, com a indenização a ser paga somente após a morte do segurado. Como os contratos podem envolver altos valores de indenização, as empresas aconselham seus clientes a assinar um testamento para quitar a herança em tempo hábil. No entanto, nem as seguradoras nem os corretores estão adequadamente familiarizados com os preceitos das leis consuetudinárias de herança vigentes para os muitos grupos culturais da Namíbia. Este artigo investiga o papel dos corretores de seguros e a apropriação cultural do seguro formal como um modo de salvaguardar o futuro dos vivos e dos mortos.
