National high-resolution land cover and land use information system

ABSTRACT

In the last few years, the Spanish Land Cover and Land Use Information System (SIOSE) is undergoing a methodological and productive evolution focused on achieving a high level of geometric, thematic, and temporal detail. This methodological advance is based on the reuse and integration of official reference information on land cover and land use, such as cadastre (1:500–1:5000), agricultural identification systems (1:5000), forest maps (1:25,000), or LiDAR data (0.5 p/m2). This article presents the work carried out by the Instituto Geográfico Nacional (Spanish National Geographic Institute), in coordination with the rest of the project partners, in the generation of a high-resolution SIOSE by automatic data integration and visual review. To carry out the latter, an online framework has been designed to facilitate the access to data and to guide reviewers in editing. Resulting integrated data offers a detailed description for all thematic domains on land cover and land use never seen before in Spain at the National level and advances in the land management on many application fields. High-resolution SIOSE provides information at 1:5000 for the majority of classes and ensures a complete thematic content with more than 140 classes structured in an object-oriented information system.

Ces dernières années, le Système d'Information sur l'Occupation et l'usage du Sol Espagnol (SIOSE) s'est transformé tant au niveau méthodologique que productif afin d'obtenir un niveau de détail géométrique, thématique et temporel élevé. Cette avancée méthodologique est basée sur la réutilisation et l'intégration d'informations officielles de référence sur l'occupation et l'usage du sol telles que le cadastre (1:500- 1:5.000), le système d'identification agricole (1:5.000), les cartes forestières (1:25.000) et les données LIDAR (0.5p/m²). Cet article présente le travail réalisé par l'Instituto Geográfico Nacional (Institut Géographique National Espagnol), en coordination avec les autres partenaires pour la création du système à haute résolution SIOSE par intégration automatique de données et corrections visuelles. Pour mener à bien cette tâche, une interface on-line a été conçue pour faciliter l'accès aux données et guider les correcteurs lors de la phase de corrections des données. Les données résultantes offrent une description détaillée jamais vue auparavant en Espagne au niveau national sur tous les thèmes d'occupation et d'usage des sols ainsi que des progrès pour la gestion des données du sol dans de nombreux domaines d'application. SIOSE Haute résolution fournit des informations au 1:5.000 pour la majorité des thèmes et assure un contenu thématique complet avec plus de 140 classes structurées en un système d'information orienté objet.
