Life conditions of residents in social housing in Medellin, Colombia: a Fuzzy Analytical Hierarchy Process

RESUMEN

Para comprender las condiciones de vida relacionadas con la salud de los habitantes de la vivienda social ubicadas en las comunas de Medellín, se propone una metodología basada en la resolución de problemas complejos haciendo uso de método del Proceso de Jerarquía Analítica Difusa (Fuzzy-AHP) para evaluar las percepciones de expertos de los criterios extraídos del Índice Multidimensional de Condiciones de Vida (IMCV) del año 2017, como elemento de la gestión urbana y las políticas públicas. Para comparar entre sí las cinco comunas con mayor presencia de proyectos de vivienda social en Medellín, se partió de comparar 14 criterios con 40 variables, cada criterio con entre dos y seis variables, usando información de 12 jueces expertos, para derivar pesos, prioridades y jerarquías a partir de comparar la importancia de cada uno de los criterios de calidad, se determinó que la comuna 16 (Belén) y la comuna 60 (San Cristóbal) cuentan con las mejores y peores condiciones de vida para los habitantes de la vivienda social respectivamente.

RESUMO

Para compreender as condições de vida relacionadas com a saúde dos habitantes das habitações sociais localizadas nas comunas de Medellín, propõe-se uma metodologia baseada na resolução de problemas complexos utilizando o método Fuzzy Analytic Hierarchy Process (Fuzzy-AHP) para avaliar as percepções dos peritos sobre os critérios extraídos do Índice Multidimensional de Condições de Vida (IMCV) de 2017, como elemento de gestão urbana e políticas públicas. Para comparar as cinco comunas com a maior presença de projectos de habitação social em Medellín, foram comparados 14 critérios com 40 variáveis, cada critério com entre duas e seis variáveis, utilizando informação de 12 juízes especialistas, para derivar pesos, prioridades e hierarquias da comparação da importância de cada um dos critérios de qualidade, foi determinado que a comuna 16 (Belén) e a comuna 60 (San Cristóbal) têm as melhores e piores condições de vida para os habitantes da habitação social, respectivamente.

ABSTRACT

To understand life conditions related to health of inhabitants of social housing located in Medellin´s communes, it is proposed a methodology based on resolution of complex problems using methods of Fuzzy Analytical Hierarchy Process (Fuzzy-AHP) to evaluate expert perceptions of criteria extracted from the Multidimensional Index of Life Conditions (IMCV) of 2017, as an element of urban management and public policies. To compare the five communes with greatest presence of social housing projects in Medellin, it was started from comparing 14 criteria with 40 variables; each criterion with two to six variables, and using information from 12 expert judges, to derive weights, priorities, and hierarchies from comparing the importance for each of quality criteria, it was determined that commune 16 (Belen) and commune 60 (San Cristobal) have the best and worst life conditions for inhabitants of social housing, respectively.

1. The local priority is obtained for each of the sub criteria that make up a criterion, that is, the sum of the weights for the sub criteria that belong to a X criterion must be equal to 100%. While in the global priority the sum of weights for all the sub-criteria must be equal to 100%. The global priority per sub criterion is obtained by multiplying the local priority by the weighting of the criterion.
