The post-Soviet evolution of the Russian urban system

ABSTRACT

An analysis of annual: city size data for more than 1000 cities in the period of transition from a planned to a market economy in 1991–2013 shows that: 1) predictions of the rapid growth of the urban system and of primary cities due to the introduction of market forces are not confirmed; 2) the city size distribution is almost unchanged; and 3) regression estimates reveal the significance of agglomeration economies. The results are consistent with the theories of random growth, increasing returns and locational fundamentals, but provide no convincing evidence for multiple spatial equilibria.

后苏联时代俄罗斯城镇体系的演变. Area Development and Policy. 通过对1991–2013年计划经济向市场经济过渡时期1000个城市每年的城市规模数据进行分析，发现：(1）引入市场力量将实现城镇体系和主要城市经济快速增长的预言未得到证实；(2）城市规模分布几乎没有变化；(3）回归估测研究揭示了集聚经济的重要性。以上结果与随机增长、收益递增和区位基础理论相符，但并不能为多重空间均衡提供强有力的佐证

RESUMEN

La evolución postsoviética del sistema urbano ruso. Area Development and Policy. Un análisis de los datos anuales del tamaño de las ciudades para más de 1000 ciudades en el periodo de transición de una economía planificada a una de mercado de 1991 a 2013 muestra que: (1) no están confirmadas las predicciones de un crecimiento rápido del sistema urbano y las ciudades primarias debido a la introducción de las fuerzas del mercado; (2) la distribución del tamaño de las ciudades casi no ha cambiado; y (3) las estimaciones de regresión indican la importancia de las economías de aglomeración. Los resultados son coherentes con las teorías del crecimiento aleatorio, los rendimientos crecientes y los factores básicos de la ubicación, pero no aportan pruebas convincentes de un equilibrio espacial múltiple.

Постсоветская эволюция системы городов в России. Area Development and Policy. Анализ годовых данных о численности населения для более чем 1000 городов в период перехода от плановой к рыночной экономике в 1991–2013 показывает, что: (1) прогнозы стремительного роста системы городов и роста крупнейших городов за счет внедрения рыночных сил не подтверждаются; (2) распределение городов по численности населения практически не изменилось; и (3) регрессионные оценки показывают значимость агломерационных эффектов. Эти результаты согласуются с теорией случайного роста, возрастающей отдачи и географических факторов, но не дают никаких убедительных доказательств существования нескольких пространственных равновесий.
