ABSTRACT
In the light of the ‘pairing’ of China’s Belt and Road Initiative (BRI) with the Eurasian Economic Union (EEU/EAEU), this research finds that China’s planned economic corridors largely complement the regional development strategies of three EAEU member states. In Russia, BRI initiatives may bolster the development of south Siberian regions, foster transit flows in the Russian Far East and improve transborder connectivity. In Kazakhstan, direct links between the European Union and China help overcome the historical lack of east–west infrastructures and create a new population hub around Khorgos on the China–Kazakhstan border. To avoid mixed effects in Kyrgyzstan, east–west transit infrastructure projects should be combined with modernization of north–south linkages.

‘一带一路’倡议下欧亚大陆空间发展的挑战与机遇：对欧亚经济联盟的案例分析. Area Development and Policy. 基于对中国的’一带一路’倡议与欧亚经济联盟相结合分析，本研究发现，中国计划建造的经济走廊大体上对欧亚经济联盟三个成员国的区域发展战略形成补充。在俄罗斯，’一带一路’倡议或可支撑南西伯利亚地区的发展，促进俄罗斯远东地区的交通流动，提高跨境连通性。在哈萨克斯坦，直接连通欧盟与中国的廊道帮助克服历史上东-西通道的欠缺，并在中哈边境的霍尔果斯周围创建新的人口中心。为避免在吉尔吉斯斯坦出现混合效应，连通东西的交通基础设施工程应与南-北连接设施的现代化建设相结合。
RESUMEN
Retos y oportunidades para el desarrollo espacial de Eurasia bajo la iniciativa La Franja y La Ruta: el caso de la Unión Económica Euroasiática. Area Development and Policy. Habida cuenta del ‘maridaje’ entre la iniciativa la Franja y la Ruta de China y la Unión Económica Euroasiática (UEE), en este estudio observamos que los corredores económicos planificados se complementan en gran medida con las estrategias de desarrollo regional de los tres Estados miembros de la UEE. En Rusia las iniciativas de la Franja y la Ruta pueden impulsar el desarrollo de las regiones de Siberia meridional, fomentar las corrientes de tránsito en el Extremo Oriente ruso y mejorar la conectividad transfronteriza. En Kazajstán, los enlaces directos entre la UE y China ayudan a superar la laguna histórica de las infraestructuras este-oeste y crear un nuevo eje de población en torno a Khorgos en la frontera entre China y Kazajstán. Para evitar efectos mixtos en Kirguistán, los proyectos de infraestructura del tránsito este-oeste deberían combinarse con la modernización de vínculos norte-sur.

Вызовы и возможности пространственного развития Евразии в рамках BRI: пример Евразийского экономического союза. Area Development and Policy. В свете ‘сопряжения’ китайской инициативы ‘Один пояс-один путь’ (Belt and Road Initiative – BRI) с Евразийским Экономическим Союзом (ЕАЭС) данное исследование показывает, что запланированные экономические коридоры Китая в значительной степени дополняют стратегии регионального развития трех государств-членов ЕАЭС. В России инициативы BRI могут способствовать развитию регионов Южной Сибири, стимулировать транзитные потоки на Дальнем Востоке и улучшить трансграничную связанность. В Казахстане прямые связи между ЕС и Китаем помогают преодолеть историческую нехватку инфраструктуры Восток-Запад и создать новый полюс притяжения населения у Хоргоса на китайско-казахстанской границе. Чтобы избежать неоднозначного эффекта в Кыргызстане, проекты транзитной инфраструктуры Восток-Запад должны сочетаться с модернизацией связей Север-Юг.
